The Uttar Pradesh government is enhancing road safety, transparency, and pollution control by expanding its Automatic Testing Stations (ATS) network.
Recently, four new ATS units received final registration certificates (RC), increasing the total to 14 across the state. This expansion follows a phased approach that began in January 2025, with all RCs issued according to the Registration Authority and Transport Commissioner’s rules.
These newly approved ATS units are located in Lucknow, Agra, Kanpur Nagar, and Mirzapur. The specific entities granted RCs on August 26, 2025, include AKRS ATS Private Limited in Lucknow, Sharp-N-India (Consortium) with Triplea Tech Integrator in Agra, M/s Air Sales Corporation in Kanpur Nagar, and M/s Mamta Hygiene Products Pvt. Ltd. in Mirzapur.
ATS Expansion and Operational Guidelines
Currently, operational ATS units are situated in Firozabad, Bijnor, Jhansi, Moradabad (two locations), Kanpur Dehat, Varanasi, Bareilly, Fatehpur, Rampur, Lucknow, Agra, Kanpur Nagar, and Mirzapur. The SOP outlines that a maximum of three ATS can be established per district. Applications are prioritized based on a first-come-first-serve basis.
Each applicant can apply for one ATS per district and up to three across the state. Infrastructure requirements include at least two acres of land for the initial two lanes and an additional 0.5 acre for each extra lane. There must be at least two lanes: one for light vehicles like LMVs or two-wheelers and another for medium or heavy vehicles such as MMVs or HMVs.
Financial Requirements and Documentation
The application process involves a Rs 50,000 online fee and a bank guarantee of Rs 500,000 valid for ten years and six months. Applicants must provide valid land or lease documents along with fire NOC and labour department certificates. Additionally required are company affidavits or declarations.
A pre-commissioning audit is essential before operations begin. The testing process is CCTV-enabled with data logging capabilities. Final RCs are only issued after verifying integration with digital systems like AFMS-VAHAN-eChallan.

The ATS system offers fully automated vehicle fitness testing using cameras and algorithms to minimise human error while enhancing transparency and reliability. It supports road safety goals through digital reporting features such as time-slotting and online payments.
This automation ensures citizens receive quick services while improving compliance monitoring through data-based insights. The integration of systems like AFMS-VAHAN-eChallan further streamlines processes for both citizens and the state.
