Mizoram is soon going to get its first 4-star hotel. The government has entered into an agreement with Hotel Polo Towers to convert Chtallong Tourist Lodge in Aizawl into a premium hotel. This project will be implemented on PPP mode for a period of 30 years.
Aizawl (Mizoram) [भारत]July 8 (ANI): An important agreement was signed on Tuesday between the Tourism Department of Mizoram and Shillong-based company M/s Hotel Polo Towers Limited. The agreement is to “develop Chaltlong Tourist Lodge in Aizawl, Mizoram into a 4-star or higher category hotel on a design, build, finance, maintain, operate, manage and transfer (DBFMOMT) basis”.
The project was initiated by the Ministry of Development of North Eastern Region (DoNER) in collaboration with the Department of Planning and Program Implementation, Government of Mizoram. Under this initiative, the Government of Mizoram had organized a road show in Kolkata on 19 February 2024 to promote the project of converting Chtallang Tourist Lodge into a premium hotel under the Public-Private Partnership (PPP) mode. Invest India also provided extensive support in making this project successful.
The agreement was signed at the Chief Minister’s office. It was signed by Vanlaldina Fanai, Commissioner and Secretary, Tourism Department, on behalf of the Government of Mizoram, while Prashant Gupta, Chief Financial Officer and Whole-time Director of the company, signed on behalf of Hotel Polo Towers Limited. Principal Advisor-cum-Additional Secretary of Planning Department, Dr. Lalrinchhana, officials of Tourism Department, representatives of Hotel Polo Towers Limited and Invest India were also present in this function.
State’s first premium hotel
There is currently no 4-star or above category hotel in Aizawl, and Mizoram is the only state in India where this facility is not available. Recognizing the need to strengthen the tourism infrastructure of the state, the government decided to redevelop the Chattalung Tourist Lodge into a premium hotel. Although the project will be implemented by a private concessionaire, ownership of the land will remain with the Mizoram government.
The process of this project was completed as per Mizoram Public Procurement Rules, 2020. An e-tender was issued on the state procurement portal on 16 May 2025, after the advertisement was published in Vangalinei and The Times of India. Hotel Polo Towers Limited was the only bidder. After detailed evaluation, the bid was found to be fully responsive and technically qualified, following which the concession agreement was signed.
Key terms of the agreement
Under the agreement, Hotel Polo Towers Limited will design, build, finance, operate, manage and maintain the hotel on a DBFMOMT basis for an initial concession period of 30 years. Subject to the terms of the agreement, it can be extended for two additional periods of 10 years each. The hotel will have at least 60 rooms, with provision to add 40 more rooms. It will also have a 24-hour multi-cuisine coffee shop, specialty restaurant, lounge, and an executive health club with gym and spa facilities. It will be developed on such standards that it can be upgraded to a 5-star hotel in future.
The project site will be handed over to Hotel Polo Towers Limited within 45 days from the date of signing of the agreement.

This project is expected to significantly enhance the tourism infrastructure of Mizoram by providing world class hospitality facilities in Aizawl.
