UP Sugamya Trade Bill 2025: A new chapter of industrial and labor reforms is about to begin in Uttar Pradesh. On the instructions of Chief Minister Yogi Adityanath, the ‘Amendment of Provisions) Bill, 2025 will be introduced soon. Under this bill, about 99% of the 13 major acts of the state will be abolished. The question arises whether this step will make UP the first state in the country, where the laws will be converted into a non-criminal category on such a large scale?
Will financial penalty be priorial now instead of jail?
Where there was a provision for imprisonment in the bill, there was a priority to economic penalty and administrative action. Its purpose is to create just, transparent and practical environment for both industrialists and workers. The Chief Minister clarified that the new system would be implemented by removing unnecessary punitive provision.
What laws will be affected and why?
Under this Bill, many laws like Excise Act, Glable Act, Tree Protection Act, Revenue Code, Sugarcane Act, Ground Water Act, Municipal Corporation Act, Plastic Garbage Act, Cinema Act and Area and District Panchayat Act will be given more practical form.
Will women and workers get new opportunities?
The meeting also discussed extending factory license period, making practical changes in the rules of shops and establishments and providing more opportunities to women. To bring transparency in the inspection system, a system of self-interest and third party audit will be implemented. Such steps will reduce the burden of industries and make the interests of workers safe.
Investment Friends 3.0: Will the whole process be digital and transparent?
The Chief Minister directed that applications and approval under the Investment Mitra 3.0 portal will be completely digital. It will have features like Common application form, PAN-based identity, smart dashboard, multilingual aid and AI Chatbot. The question is whether this step will give a new direction to Ease of Doing Business and will resolve investors’ problems quickly?
Is the model state for industries and workers becoming UP?
With this initiative, Uttar Pradesh will not only promote industrial development, but will also ensure the safety and convenience of workers. Efforts are being made to balance the bill in the interests of both industry and laborers on the basis of opinions and suggestions taken from 14 departments.
