Chhattisgarh News: Will there be big income from vacant government lands now? Will GIS mapping stop encroachment? Will PPP model change the future of cities? Chhattisgarh government has taken a big decision on Digital Land Bank and Redevelopment Plan.

Chhattisgarh Government has decided to prepare a comprehensive redevelopment plan for the systematic development and better utilization of vacant and unused lands owned by government departments, corporations, companies and boards in different districts of the state. The Housing and Environment Department has been made the nodal agency for the operation of this ambitious scheme.

A high-level review meeting regarding this project was organized at Mantralaya Mahanadi Bhawan under the chairmanship of Chief Secretary Vikassheel. In the meeting, senior officials of various departments and district collectors shared detailed information on the status and prospects of the identified government lands.

The Chief Secretary said that many government lands in the state are lying vacant for a long time, due to which neither the government is getting revenue nor the general public is getting any benefit. With the implementation of the redevelopment plan, there will be planned development of cities and there will be a manifold increase in the value of government assets.

Government lands will be monitored through GIS Mapping and Digital Land Bank.

It was decided in the meeting that government lands lying vacant for years or which were prone to encroachment would be identified and their commercial and public use would be ensured. For this, a centralized digital land bank of vacant lands of all government departments will be created. The exact location, area and current status of each plot will be recorded online through GIS mapping.

The government’s focus will be especially on lands located at prime locations in cities. Residential schemes, modern commercial complexes, multilevel parking and new government offices will be developed at these locations. Public Private Partnership i.e. PPP model will be adopted for the development of large lands, which will generate additional revenue for the government and will also give impetus to urban development.

Preparation of agriculture, warehouse and skill development centers in rural areas.

Lands in rural areas have also been included in this scheme of the government. Agriculture-based projects, horticulture centres, modern warehouses and skill development centers will be developed on available government lands in rural areas. The government believes that this will strengthen the rural economy and create new employment and training opportunities for the youth. For big projects, investment will be attracted here also through PPP model.

Dilapidated government buildings will be removed, modern construction will get priority

Under the redevelopment plan, those government buildings and premises which have become completely dilapidated and whose repair is not economically beneficial will also be identified. At such places, old buildings will be removed and new government offices and other useful structures will be constructed as per modern needs. The government aims to develop well-organized and modern infrastructure in cities.

Strict monitoring to stop illegal encroachment on government lands

The government has also given strict instructions regarding security. The identified government lands will be immediately cordoned off and government ownership boards will be installed there. Revenue and police departments will jointly monitor to prevent illegal encroachments. The objective of the government is to ensure maximum utilization of government assets while keeping them safe.

In this important review meeting, Principal Secretary of Law Department Sushma Sawant, Secretary of Finance Department Dr. Rohit Yadav, Secretary of Housing and Environment Department Ankit Anand, Chief Minister and Secretary of Public Works Department Mukesh Kumar Bansal and NRDA CEO Chandan Kumar and many senior officials were present. All Divisional Commissioners and District Collectors attended the meeting through video conferencing.
