Yogi government’s new excise policy increased transparency in UP, tightened the noose on illicit liquor and recorded a 15.59% increase in revenue. The state also created a new record in ethanol production, investment and employment generation.

Lucknow. Chief Minister Yogi Adityanath government has made major and historic changes in the Excise Department through its policy decisions in the year 2025. This year has proved to be a milestone for the Excise Department in terms of technical improvements, transparency, revenue growth and investment-employment. The new excise policy has made the functioning of the department modern, technology-based and completely transparent.

Department becomes more transparent and digital with new excise policy

The new excise policy of Yogi Adityanath government has positively changed the image of the department. In the year 2025, the allocation of liquor shops was done through e-lottery system, making the process of license allotment completely fair and online.

All processes like issuance of wholesale and bond licenses related to liquor shops, approval of labels on liquor bottles, MRP determination and permits for alcohol export have now been made online.

Strict monitoring of illegal business from production to sale

Under the new policy, strict monitoring system has been implemented at every level of production, transportation and sale. The process of production, procurement and distribution of molasses has been made completely online. CCTV cameras have been installed in distilleries and other units.

Digital locks have been installed on tankers carrying liquor and spirits and transportation is allowed only by GPS equipped vehicles. Along with this, digital alcoholometer, mass flow meter, radar based level sensor and bottling counter have been installed in the distilleries.

Strict action against illegal liquor, thousands arrested

Chief Minister Yogi Adityanath government has taken strict and effective action this year against illegal liquor and criminals related to it. In the year 2025, 79,990 cases related to manufacturing and smuggling of illegal liquor were registered across the state. During this period, 20.86 lakh liters of illicit liquor and drugs were recovered. 15,085 persons involved in illegal business were arrested, of whom 2,755 were sent to jail.

Record-breaking increase in excise revenue

The direct impact of the new excise policy is visible on revenue collection. In the financial year 2025-26 till November, the state has received a total excise revenue of Rs 35,144.11 crore. This figure is 15.59 percent higher than Rs 30,402.34 crore received in the same period of financial year 2024-25. The government has received additional revenue of Rs 4,741.77 crore during this period, which shows the success of the policy.

Employment increased through ethanol production and investment

182 crore liters of ethanol will be produced in Uttar Pradesh by the year 2025, which is the best performance till date. Due to Yogi government’s structural reforms, technological adaption and ease of doing business, there has been a boom in liquor, beer, wine and alcohol based industries. The sale of 105.25 crore liters of ethanol within the state and 40.96 crore liters of ethanol outside the state has made Uttar Pradesh a reliable center of ethanol supply.

Investment worth thousands of crores, thousands of jobs under Nivesh UP

So far, 140 MoUs have been signed under Invest UP, under which the process of investment worth Rs 35,378 crore is going on. Apart from this, land has been allotted for 56 ready-to-launch projects, in which the process of investment worth Rs 11,667 crore is going on. Currently 35 projects are operational, in which investment of more than Rs 4,045 crore has been made. More than 5,000 jobs have been created through these projects.
