Union Health Minister JP Nadda launched ‘e-Sushrutha@Clinic’, an affordable digital solution developed by C-DAC for small clinics. It aims to promote digitalization of health services while addressing the challenges of costly systems.

Union Health Minister Jagat Prakash Nadda launched e-Sushrut@Clinic on Monday. It is a lightweight, ABDM-enabled Hospital Management Information System (HMIS) developed by the Center for Development of Advanced Computing (C-DAC). It aims to help small clinics adopt affordable digital healthcare solutions and improve the digitalization of healthcare services.

According to an official release from the Ministry of Health and Family Welfare, many small outpatient clinics face challenges due to manual processes and lack of affordable digital solutions. Large HMIS (Hospital Management Information System) systems are often too complex and expensive for these clinics. As a result, clinics struggle with inefficiencies in the digitalization of the health system. Despite the presence of a large number of private HMIS players, there was a demand for a government-backed and affordable HMIS from various microsite participants. Several States/UTs have also expressed interest in using a lightweight HMIS for their public facilities. Given that digitalization in the healthcare sector is still in its infancy, making HMIS available to them will be useful for the adoption of ABDM.

What is e-Sushrutha@Clinic?

To solve this issue, Union Health Minister JP Nadda launched e-Sushrutha@Clinic here today. The release said e-Sushrutha@Clinic, a lightweight HMIS, was created by C-DAC (Centre for Development of Advanced Computing) to address these challenges, providing a simple, affordable and user-friendly digital solution especially for small outpatient clinics.

This HMIS is proposed to be open to government PHCs, HWCs, sub-centres and private clinics. Currently, over 800 health facilities are onboarded on e-Sushrutha@Clinic, generating over 680 health records. C-DAC is also implementing e-Sushrutha software, which is being installed in more than 15 AIIMS and various state government hospitals.

Key Features of e-Sushrutha@Clinic

e-Sushrutha@Clinic offers a lightweight, cloud-based HMIS specifically designed for outpatient clinics, including: Automating clinic operations: Streamlines tasks like patient registration, billing, MIS reporting, speech-to-text workflows and clinical decision support systems, making work easier and reducing mistakes; Affordable solution: A budget-friendly option for smaller healthcare facilities and clinics, allowing them to adopt digital healthcare without incurring high costs; Ease of use: It is designed to be simple and intuitive, requiring no technical expertise from clinic staff; Cloud-based system: A simple platform that can be accessed from any device, with no complex setup required; HPR and HFR are part of the onboarding process. Non-HPR doctors cannot use it, ensuring that only bona fide doctors can access e-Sushrutha@Clinic; And the latest features related to ABDM will be part of the package (for example, ABHA Search, CDSS, Scan and Share, Speech to Text).

Agreement between NHA and C-DAC

The National Health Authority (NHA), as part of its role to promote digital health and adoption of ABDM, is signing a Memorandum of Understanding (MoU) with C-DAC. Under the MoU, C-DAC will take care of the maintenance and upgradation of the software while NHA will provide the facility and financial support. The release further said that the financial assistance proposed to be given to C-DAC is on the following items: SMS charges to patients regarding ABDM and other information and cloud hosting charges of the application.

NHA is also expanding call center services to provide L1 support to customers. Training and quality audit of call center staff will be done by C-DAC.

How much will it cost and what is the offer?

The cost of e-Sushrutha@Clinic is estimated at ₹499/month for five users. Under NHA’s MoU, a discount of ₹200 will be given, taking the effective rate to ₹299/month. The software will be offered at no cost for the initial three months. According to the release, each additional user beyond the five-user limit included will be charged at the rate of ₹50 per user.
