New Zealand Plans a New Quality System for Education Providers in 2026

New Zealand is preparing to roll out a new quality assurance system (NZQA) for certain education providers in 2026. The goal is simple: make the checks on private training providers and polytechnics clearer and more consistent. Schools and universities are not part of this change.

What NZQA Is

NZQA is New Zealand’s main agency that checks the quality of education providers and their courses. It makes sure training centres, colleges and qualifications meet national standards so students receive reliable, well-regulated education.

What Stays the Same For Now

For the next 12 months, Immigration New Zealand (INZ) will keep using the current provider ratings known as EER ratings. So if you are planning to study in 2026, your visa eligibility will not suddenly change. New Zealand wants students to have a smooth experience while the new system is introduced.

New education providers can also enrol international students once they meet NZQA rules and sign the Pastoral Care Code. After that, their students can apply for a student visa.

How Does This Affect Student Visas

Most international students will not see any difference in how their visas are processed. The only exceptions are a few rules that are linked to a provider’s EER category, such as part-time work rights for English language students.

If you plan to study in 2026, your visa conditions will be based on your education provider’s EER rating at the end of 2025. This gives both students and providers clear expectations while the new quality system is being set up.

For New Education Providers

If you’re a student considering a newly established college or institute, here’s what to know:

These providers can start enrolling international students only after they meet NZQA standards and sign up for the Pastoral Care Code of Practice. Once approved, their students can apply for New Zealand student visas as usual.

Planning Your Study in 2026

In short, if you’re planning to study in New Zealand in or after 2026, this update shouldn’t affect your plans. The new iQAF system is about improving quality and consistency in education, not changing visa rules.

Students can apply with confidence, knowing their visa eligibility will remain stable while the country transitions to the new framework.
