The government has already clarified the eligibility and ineligibility for making Ayushman card. Generally, Ayushman card is made for the poor in rural and unorganized areas, Scheduled Caste-Tribe, disabled families, daily wage laborers, domestic workers, rickshaw pullers, conductors and other such weaker sections who are economically weak.
At the same time, other people are not eligible for it.

Second, those who fall in the tax paying category i.e. those who have higher income.
Third, those who have good assets, like pucca houses or owners of large land.
Fourth, those who have machinery for farming or more than 5 acres of land.
Fifth, whose monthly income is more than ₹ 10,000.
Sixth, farmers who have received credit up to Rs 50,000 or who own motor vehicles or mechanical equipment.
Therefore, whenever you apply for Ayushman Card, first of all check yourself according to various main points of your eligibility so that there is no problem in applying. If you work in the organized sector or fall in the tax category, your application may be rejected. Therefore, submit your application only after checking the eligibility by visiting the official website of the government.
The complete list of ineligibility (cannot get made) for Ayushman Card is as follows:
First, people working in the organized sector whose PF is deducted.
Second, beneficiaries of ESIC (Employee State Insurance Corporation).
Third, income taxpayers whose income is above the limit of the scheme.
Fourth, those who have a permanent house or big property (land etc.).
Fifth, owners of industrial machinery for farming or those who have more than 5 acres of farming land.
Sixth, whose monthly income is more than ₹ 10,000.
Seventh, those who own motor vehicles or farming equipment worth more than ₹50,000.
Eighth, government employees and those who have government jobs.
Ninth, those people who are beneficiaries of any other government health scheme.
What this means is that people from the above mentioned categories are found ineligible when they apply for Ayushman Card. In such a situation their application is canceled or not accepted. Since Ayushman Card Scheme is mainly for the poor, economically weak, unorganized sector workers, Scheduled Caste/Tribe families, landless families etc. Therefore, while applying, one should only check the eligibility rules thoroughly so that there is no problem in the application.
At the same time, while appealing on the reasons of ineligibility for Ayushman Card, in general the following things should be kept in mind:
First, if your application has been rejected due to ineligibility and you feel that your eligibility is correct as per the rules, you can appeal to the concerned authority or department.
Second, while making an appeal you have to submit appropriate documents and proof that prove your eligibility, such as income certificate, property documents, and other relevant documents.
Third, the appeal form or application must be filled within the prescribed time limit and as per the correct procedure.
Fourth, if the decision of the department is based on a legal or procedural error, then an appeal can be made on that basis also. Fifth, during the appeal you will have to provide any additional information or documents asked by the department. At the same time, if the appeal is not considered at the administrative level, there is also the possibility of further judicial appeal, where the case can be taken to the High Court or the Supreme Court. Thus, the purpose of an appeal is to challenge your ineligibility decision and follow the appropriate legal and administrative process to establish your true eligibility. It is important to understand the deadlines, documentation and clear eligibility rules in the appeals process.
However, even if declared ineligible for Ayushman card, there are many alternative government health schemes available from which benefits can be availed. Some of the major alternative health plans are as follows:-
First, if you are a resident of Gujarat, you can avail the benefits of Mukhyamantri Amrutam Yojana (Gujarat), which provides health insurance coverage of up to ₹3 lakh per family per year to low-income families.
Second, if you are a resident of Andhra Pradesh, you can avail the benefits of Dr. YSR Aarogyasri Yojana (Andhra Pradesh), which provides special medical cover for the poor, elderly and disabled.
Third, if you are a resident of Kerala, you can avail the benefits of Awaaz Swasthya Bima Yojana (Kerala), under which the government provides accident and death insurance coverage to migrant workers.
Fourth, if you are a resident of India, you can avail the benefits of Central Government Health Scheme (CGHS), but for this it is important that you are registered as Central Government officers, employees and pensioners, because this service provides comprehensive health services only to them.
Fifth, if you are a resident of Rajasthan then you can take advantage of Bhamashah Health Insurance Scheme (Rajasthan), because under this the government provides coverage of up to ₹ 3 lakh for the treatment of serious diseases to the economically weaker sections.
Sixth, if you are employed in the private sector and are covered under the Employees’ State Insurance Corporation (ESIC) scheme, the government has made provision for insurance cover for industrial employees and their families.
Seventh, Pradhan Mantri Swasthya Suraksha Yojana is also available to the citizens of the country, under which modern medical facilities are provided.
Eighth, the government also provides health facilities in rural areas under the National Rural Health Mission.
Ninth, if you are a citizen of Maharashtra then the government provides cashless service for critical illnesses under the Maharashtra Mahatma Jyotiba Phule Yojana.
Tenth, under the Health Minister Discretionary Grant Scheme, economically weaker patients are provided assistance in hospitalization expenses.
