Lucknow. Yogi Adityanath government’s simple policies and strong law and order have increased the confidence of investors. For this reason, small industries have gained new momentum in Uttar Pradesh. Today, more than 96 lakh MSME units are operating in the state, providing employment to lakhs of people. The rapid industrial environment with which UP has changed in the last eight years has created a new identity on the economic map of North India. Chief Minister Yogi Adityanath has clarified that the state aims to become a trillion dollar economy by the year 2029-30. Keeping this goal in mind, the government is continuously making concrete efforts to promote small industries.
Changes after 2017: Investment process became easier
The biggest challenges when the government was formed in 2017 were complex industrial processes and low investor confidence. But Yogi government changed the situation by creating time bound approval system, single window system and investment friendly environment in the districts. The result of these efforts is that today Uttar Pradesh has become a big center of small industries and employment is being created for a large number of youth.
Strong policies to boost MSMEs
In the last eight years, the UP government has given a strong base to the MSME sector. Under the Micro, Small and Medium Enterprises Promotion Policy 2022, capital subsidy of 10–25% has been given in backward areas. This policy gives additional benefits to SC-ST and women entrepreneurs. The Nivesh Mitra portal and single window system have made the process of setting up an industry extremely easy.
Fast and transparent investment process through digital platform
Nivesh Mitra and MSME One Connect portal have expedited the process of setting up industries. More than 19 lakh licenses have been issued so far. Through these platforms, GED certification, PMEGP application and other processes have become easier. Loans worth more than Rs 2.48 lakh crore have been provided to the MSME sector in the financial year 2025, which has given a boost to the industries.
Special support for women entrepreneurs and youth
Yogi government has launched many schemes giving priority to women and youth. Under the Chief Minister Youth Self-Employment Scheme, loan subsidy of about Rs 1200 crore has been given so far. Vishwakarma Shram Samman Yojana and ODOP have given a new identity to traditional artisans and local products. The government has mandated 25% procurement from MSMEs, with 3% reserved for women and 4% for SC-ST units.
Promotion of agriculture and technology based industries
Agriculture and technology based small industries are also growing rapidly in Uttar Pradesh. Innovation hubs built in Lucknow and Kanpur, drone technology and AI based farming are giving new direction to agricultural industries. The developed UP 2047 vision has 33 sectoral policies to strengthen the MSME sector. These efforts are contributing approximately Rs 1.2 lakh crore to the state economy and creating new employment opportunities in villages.
