New rules for recruitment of bonded doctors in MP, CM Mohan Yadav made a big announcement

MP Cabinet Decisions: CM Dr. Mohan Yadav took many historic decisions for the medical sector today. He said – There are preparations to develop a district of the state as a medical tourism hub. Will be built in Panna, Betul, Katni and Dhar.

Bhopal: Chief Minister Dr. Mohan Yadav has said that the government’s intention is to bring radical changes in the health services in the state. The government is implementing multi-layered reforms to modernize health services and vastly expand medical education. He said that more and more citizens in the state should be provided the benefits of Ayushman Yojana. Those hospitals or doctors who do not provide treatment under Ayushman Scheme or are not empaneled in this scheme, they should also be linked to this scheme.

  • The Chief Minister said that the departments should speed up the recruitment process for the supply of doctors. Efforts should be made to avail the services of private doctors for running primary health centers and community health centers in the field. For this, apart from calling them on call, they should also be given a good honorarium (incentive). He said that the students pursuing medical education, whose fees are being paid by the government, the doctors with such bonds should be stopped from providing services in Madhya Pradesh only. Such doctors should also be given attractive honorarium for providing services in the tribal and remote areas of the state.
  • The Chief Minister said that new medical colleges are being established rapidly in the state, hence more number of doctors will be required. Bonded doctors should be promoted and their honorarium should be revised and their services should be taken in all new medical colleges and field hospitals. Chief Minister Dr. Yadav was reviewing the schemes, programs and activities conducted by the Food and Drug Administration Department including Public Health and Medical Education in the Ministry on Wednesday. Deputy Chief Minister Public Health and Medical Education Rajendra Shukla, Minister of State Narendra Shivaji Patel, Chief Secretary Anurag Jain along with Additional Chief Secretary (Chief Minister) Neeraj Mandloi were also present in the meeting.

There will be new rules for government doctors filling bonds

Chief Minister Dr. Yadav said that the delivery system should be implemented with more strength and transparency so that the benefits of all health schemes reach the eligible beneficiaries on time and effectively. Laying special emphasis on the role of field staff, the Chief Minister said that the quality of health services can be improved only through sensitivity, promptness and accountability at the field level. He said that coordination and planned implementation of departmental services is the real means of achieving the government’s goals. It was told in the meeting that to recruit bonded doctors as government doctors, their recruitment rules are being amended. A proposal for this will be brought in the Council of Ministers meeting soon.

God of Honor to 38 deceased who donated their bodies

Chief Minister Dr. Yadav congratulated the department for rapidly establishing new medical colleges in the state. He said that there are complaints of unnecessary caesarean operations of pregnant mothers in private hospitals, this should be strictly controlled. He said that there are complaints of 108 ambulance drivers forcefully taking patients to private hospitals, this should be strictly monitored and such trend should be stopped. It was told that in the last two years, more than 84,000 cardiac surgeries have taken place in government hospitals. Compared to private hospitals, cardiac surgery is done at a much lower cost in government hospitals. On this, Chief Minister Dr. Yadav appreciated the departmental arrangements. It was told that 38 deceased who donated their bodies in the state have been given God of Honor. On this the Chief Minister said that this is a very good scheme and it should be promoted very prominently among the entire society.

A district of Madhya Pradesh will become a medical tourism hub

In the meeting, Deputy Chief Minister Public Health and Medical Education Rajendra Shukla said that the successful implementation of CM-Care scheme by the Medical Education Department in the next three years has been taken into the action plan. He said that a target has been set to start the under construction Government Medical Colleges in Rajgarh, Mandla, Chhatarpur, Ujjain, Damoh and Budhni by the end of the year 2028. Apart from this, a target has been set to complete the construction work of all the medical colleges to be built on PPP mode during this period. He said that the department has set a target of developing a district of the state as a medical tourism hub. Cathlab will also be established in all the divisional headquarters of the state by the year 2028. A target has been set to reduce maternal mortality rate to 100 per lakh live births by the year 2028. He informed that for strengthening food administration, an action plan of Rs 41.07 crore has been approved by FSSAI for the year 2025-26. Similarly, for strengthening drug administration, a 5-year action plan at a cost of Rs 211 crore has been prepared and sent to CDSCO. All the capital works mentioned in it will be completed in a time frame of 3 years.

Departmental achievements of last two years

In the meeting, Principal Secretary Public Health and Medical Education Shri Sandeep Yadav gave information about the achievements of the department in the last two years. He told that in view of innovation in Madhya Pradesh, private investors are being encouraged by giving land for the construction of hospital at one rupee. Medical colleges are being established in Katni, Dhar, Panna and Betul districts on PPP mode with the help of private investors. Apart from this, the process of tender for the establishment of new medical colleges in 9 districts Ashok Nagar, Morena, Sidhi, Guna, Balaghat, Bhind, Tikamgarh, Khargone and Shajapur is prevalent on PPP mode. The second tender for these has been invited by 24 December 2025. He told that –

  • Bhoomi pujan will be done soon for the construction of 4 new medical colleges in the state at Panna, Betul, Katni and Dhar on PPP mode.
  • Union Health and Family Welfare Minister Shri JP Nadda will perform the Bhoomi Pujan for the construction of these medical colleges.
  • In the financial year 2003-04, there used to be only 5 medical colleges in Madhya Pradesh, in the year 2025-26 the number of medical colleges in the state has increased to 52.
  • A new hospital attached to the Medical College, Satna, is being built at a cost of Rs 383 crore. Its Bhoomi Pujan will be done soon.
  • 14 new nursing colleges will open in the state.
  • Cardiac Cathlab started in Bhopal and Rewa, preparations to open Cathlab in Gwalior and Jabalpur soon.
  • 2500 doctors with bonds will soon be available.
  • They should be prepared to provide services in the state itself.
  • Madhya Pradesh is leading in the country in giving land at Re 1 to investors for opening a hospital.
  • Madhya Pradesh is the first state in the country to make such innovation.
  • For radiotherapy facilities, modern dual energy linear accelerator machines are being purchased in Medical Colleges Indore, Jabalpur, Rewa and Gwalior at a cost of Rs 50 crore per machine.
  • CT scan (Rs 9 crore per medical college) and MRI in Bhopal, Indore, Jabalpur, Rewa and Sagar Medical Colleges. Machines (worth Rs 14 crore per medical college) are being installed. Similar machines will also be purchased for Medical Colleges Gwalior, Ratlam and Vidisha.
  • To purchase brachytherapy machines for the expansion of radiotherapy facilities in medical colleges Bhopal, Indore, Rewa and Sagar, Rs 7 crore each is being given to all these medical colleges.

The Principal Secretary said that the number of government medical colleges has increased from 14 to 19 and the number of private medical colleges has increased from 12 to 14. Apart from this, ESIC Medical College (50 seater) has also been started in Indore by the Central Government. Rs 773.07 crore has been sanctioned for various construction works in Maharaja Yashwant Rao Hospital complex affiliated to Mahatma Gandhi Memorial Medical College, Indore and Rs 321.94 crore has been sanctioned for various construction works in Medical College, Rewa. It was informed that approval has been given for the construction of new district hospitals in three new districts of the state, Maihar, Mauganj and Pandhurna. By upgrading the district hospitals of Tikamgarh, Neemuch, Singrauli, Shivpuri and Dindori, a total of 800 beds have been increased and for this, approval has also been given for recruitment on 810 new posts. He said that till now 109 people have been airlifted in the PM Shri Air Ambulance service which started from May 2024. Till now 6308 dead bodies have been transported through the dead body transport service started from July 2025. Jan Aushadhi Centers have been established in all the district hospitals of the state. GS-1 system is being implemented in government medicine distribution. It was told that in comparison to the SRS released in 2018-20, maternal mortality rate in Madhya Pradesh has reduced from 173 to 142 and infant mortality rate has reduced from 41 to 37. Madhya Pradesh has one of the top five performer status in the country in the National TB Elimination Programme. Madhya Pradesh has also topped the country in sickle cell screening. A total of 1 crore 25 lakh 38 thousand 125 sickle cell screenings have been done so far. He said that integrated treatment centers have been established at the district level, Center of Competence in Bhopal and Indore and a Center of Excellence has been established in Medical College, Rewa for pre-natal check-up. He informed that 12 thousand 655 Ayushman Arogya Mandir, 448 Mukhyamantri Sanjeevani Clinic, 72 mobile medical units and 148 dead bodies are being operated in the state.
