Madhya Pradesh Chief Minister Dr. Mohan Yadav explained the importance of local self-governance in the Self-reliant Panchayat-Prosperous Madhya Pradesh workshop. Emphasized on more powers to Panchayats, permission to spend up to Rs 25 lakh, solar pump subsidy, master plan and better coordination.
Bhopal. Chief Minister Dr. Mohan Yadav said that the basic soul of the Indian governance system has always been local self-governance. In our country, governance starts from the village and then it reaches the nation. Due to this tradition, village has been considered the first unit of Swaraj and self-reliance in Indian thinking. He said that when Prime Minister Narendra Modi laid out the vision of self-reliant India and good governance, he clearly said that the real strength of India lies in the collective power of its villages, panchayats and people.
Important steps towards Developed India@2047
The Chief Minister said that this workshop organized on the theme “Self-reliant Panchayat – Prosperous Madhya Pradesh” is an important step towards the goal of Gram Swaraj, local self-reliance and Developed India@2047. It is a matter of pride that the strategy to strengthen the Panchayats administratively, financially and community-wise is being led by the Panchayat representatives themselves. He said that the state government is committed to making the Panchayat institutions more effective. Till now, the Vice Presidents of District and Janpad Panchayats are the Chairman of the Education Committees, but their views were not taken into consideration during the inspection. Now their observations and suggestions will be recorded in writing and will also be implemented.
Sarpanches have the right to spend up to Rs 25 lakh for Panchayat works.
The government has given authority to Sarpanches to spend up to Rs 25 lakh for Panchayat works. This is just the beginning, more initiatives will be taken in future. Chief Minister Dr. Yadav was addressing the state level workshop organized at Kushabhau Thackeray Auditorium.
Launch of Workshop and Programs
Chief Minister Dr. Yadav started the workshop by lighting the lamp. He also launched the Watershed Mahotsav of Watershed Development 2.0 under the Pradhan Mantri Krishi Sinchai Yojana. The Chief Minister honored the officers, employees, associate institutions and knowledge partner organizations who did excellent work in the Jal Ganga Augmentation Campaign and also took a group photo with them. Panchayat and Rural Development Minister Prahlad Patel presented a memento to the Chief Minister. Panchayat Minister, Minister of State Radha Singh, a large number of Panchayat representatives, subject experts and officers were present in the workshop. This workshop will run till 26th November.
Emphasis on making Panchayats master plan
Chief Minister Dr. Yadav, while congratulating the award winning officers, said that the state government has also given the right to arrange drinking water to the Panchayats. Panchayats should move ahead with a resolution for development and prepare their master plans for better investment and housing arrangements. It is being started from Vidisha district. He said that under the Solar Pump Scheme, up to 90% subsidy is being given to the farmers who purchase solar pumps of 3 to 5 horse power. Panchayats should also take this scheme forward.
‘A garden in the name of mother’ campaign
The government is continuously working towards making farmers self-reliant in the electricity sector. The state government has also started ‘Ek Bagiya Maa Ke Naam’ campaign through Panchayats. There is a need to work in this direction at the village level. The Chief Minister wished the bright future of the District Panchayat representatives.
Continuous efforts to make Panchayats self-reliant
Chief Minister Dr. Yadav said that after the formation of the state, assembly sessions were held in Kushabhau Thackeray Auditorium and he wishes that all the panchayat representatives should reach the new assembly. Prime Minister Narendra Modi intends that Panchayats should also be completely self-reliant in building a self-reliant India. Under his guidance, district, district and village panchayats are continuously being strengthened. Like last year, the government has organized the second conference this year too so that the Panchayats can be connected towards making them self-reliant. The government is continuously standing with the panchayats for their overall development.
Panchayat administration will be strengthened only with better coordination: Minister Prahlad Patel
Panchayat and Rural Development Minister Prahlad Singh Patel said that this workshop has been organized for better implementation of the three-tier Panchayat system. Better coordination is necessary between Panchayat representatives and district-district officials. Traditionally, rural development in India has been based on joint participation of society and government. Even today community participation is important in development work. He said that the Chief Minister has resolved to provide crematoriums and necessary facilities in all the panchayats by December 2026.
Amount of Fifth Finance Commission increased to Rs 6 thousand crores
The amount of the Fifth Finance Commission has been increased by the Chief Minister to Rs 6,000 crore, which has provided the basis for the development of Panchayats. Far-flung villages are being connected with pucca roads through Pradhan Mantri Janman Yojana and the state is leading in the country in PM Janman and PM Awas. Minister Patel said that the self-reliance of Panchayats should not be seen only in economic terms. Villages should be free from diseases, there should be cleanliness, there should be no drug addiction, there should be no disputes and Panchayats should be active in preventing social evils – this is the identity of an ideal self-reliant Panchayat.
