Why is UPSC or government job the first choice of people of UP-Bihar?

In an interview, Dr. Divyakirti says that while choosing a career, a youth wants four things, good salary, job security, respect in the society and some power. According to him, in India only civil services provide such a package. In UP and Bihar, the desire for respect and power is more than in other states. That’s why people here consider jobs like IAS-PCS as the biggest achievement in life. He further says that in Goa or North-East states, people give more importance to a comfortable and financially stable life rather than respect and power. This is the reason why the craze for government jobs is not seen that much in those states.

What is the meaning of government job in UP-Bihar?
