MP Cabinet made changes in Krishak Mitra Surya Yojana and gave farmers the option of 7.5 HP solar pump at 90% subsidy. Under Mission Vatsalya, ₹ 4000/month assistance was given to 33 thousand children, 373 posts in AYUSH hospitals and new recruitment rules of Science Council were approved.
Bhopal. A meeting of the Council of Ministers was held in the Ministry on Tuesday under the chairmanship of Chief Minister Dr. Mohan Yadav. Many important decisions were taken in the meeting.
Major amendments in Prime Minister Krishak Mitra Surya Yojana
The Council of Ministers has approved changes in the plan to install solar pumps for irrigation under ‘Pradhanmantri Krishak Mitra Surya Yojana’.
What is the change? Now farmers will get the option to choose a pump of up to one capacity more than the approved solar pump capacity.
- Farmers who have 3 H.P. There is a temporary electricity connection of 5 H.P. Will be given the option to buy a solar pump.
- Farmers who have 5 H.P. They have temporary power connection of 7.5 H.P. Will be given the option to buy a solar pump.
Who will get the benefit? In the first phase of the scheme, benefits will be given to those farmers who have temporary electricity connection or who do not have electricity connection (un-electrified farmers).
Subsidies and Contributions: 7.5 HP To install a solar pump up to capacity, a farmer with a temporary electricity connection will have to pay only 10% of the cost, while 90% subsidy will be given by the government.
Objective: This scheme will reduce the burden of subsidy on the state government for supplying power to power pumps and will reduce the losses of power distribution companies.
From when: This scheme, which is a form of Kusum-B scheme of the Government of India, is implemented in Madhya Pradesh under the name of ‘Pradhan Mantri Krishak Mitra Surya Yojana’ from 24 January 2025. It is being implemented by Madhya Pradesh Energy Development Corporation.
Assistance to children under Mission Vatsalya Scheme
The Council of Ministers has approved to run non-institutional services (like sponsorship, foster care, after care) under ‘Mission Vatsalya Yojana’ in all the districts of the state for the next 5 years.
- Financial Aid: Under this scheme, eligible children will get financial assistance of Rs 4,000 per month.
- After Care: Children leaving child care institutions after completing 18 years of age will be linked with employment related training through ‘After Care’, so that they can become economically empowered.
- Which children will get the benefit?
- Children of widowed, divorced and abandoned mothers.
- Orphans and children living with extended family.
- Children of parents suffering from serious illness.
- Children of parents who are physically or financially unable to care for the child.
- Children in need of care and protection (like homeless, disaster victims, child labour, etc.) as per Juvenile Justice Act 2015.
- Expenses and beneficiaries: A total expenditure of Rs 1,022 crore 40 lakh will be spent on the implementation of this scheme (Rs 408 crore 96 lakh is the state’s share and Rs 613 crore 44 lakh is the Centre’s share). 33,346 children of the state will benefit from this.
373 new posts approved in AYUSH hospitals
The Council of Ministers has approved 373 new posts and 806 on-call human resource services for running AYUSH hospitals in 13 districts of the state.
- Where is the hospital? 50 bedded AYUSH hospitals in 12 districts (Bhopal, Indore, Narsinghpur, Mandleshwar-Khargone, Balaghat, Guna, Bhind, Sehore, Amarkantak-Anuppur, Panna, Sheopur and Shujalpur-Shajapur) and 30 bedded hospital in Barwani district.
- Details of posts: The sanctioned 373 regular posts include 52 Class I, 91 Class II and 230 Class III posts.
- financial burden: There will be a financial expenditure of approximately Rs 25 crore 57 lakh annually on these regular posts.
- Human Resource Services: 806 Human resource services will be managed by the National AYUSH Mission of the Government of India.
New rules for Madhya Pradesh Science and Technology Council
The Council of Ministers has approved the Rules 2025 for recruitment and service conditions of scientists/officers and employees of Madhya Pradesh Science and Technology Council.
- Objective: To obtain the services of outstanding scientists for the activities of the Council in view of the developments taking place in the field of science, technology, technology and innovation.
- New changes: The service structure and recruitment rules for non-scientific cadre have been adopted in the Council.
- For scientists: Cadre will be upgraded in future for scientific cadre.
- Ban on recruitment lifted: The ban on new recruitments imposed from 11 May 2015 has been lifted. This council works as the nodal agency for the implementation of scientific and technological schemes in the state.
Other important decisions
- Benefits to officials of Medico Legal Institute: The officers of the institute have also been approved to give actual benefits of revised pay scale (seventh pay scale) at par with the cadre of Public Health and Medical Department from January 1, 2016. This will cost approximately Rs 93 lakh in arrears.
- Amendments to Social Impact Bond (SIB) Scheme: Amendments to the plan have been approved. Now the Commissioner, Institutional Finance has been made the Member Secretary of the State Level Steering Committee. Also, the budget provision of Rs 100 crore has now been made under the Finance Department instead of the Social Justice Department.
- Post created for Agar-Malwa District Legal Services Authority: Creation of a total of 9 new posts (Secretary, District Legal Aid Officer, Assistant Grade-2, Assistant Grade-3, Order Server and Servant) has been approved for the newly formed District Legal Services Authority, Agar-Malwa. These posts will cost Rs 59 lakh 42 thousand annually.
