To control the increasing air pollution in Delhi, the government is now preparing for major changes in the Pollution Under Control Certificate (PUC) system. If you drive a new BS-VI car, you can get relief from the hassle of getting PUC done every year in the future. At the same time, the rules for old vehicles are likely to be stricter than before.
In fact, the Delhi government and concerned agencies are reportedly considering a new system called “PUCC 3.0”. The purpose of this proposal is to decide the validity of PUC based on the age of the vehicle and its pollution level, so that the process of pollution control can become more effective and scientific.
BS-VI vehicles can get big relief
According to the proposed system, BS-VI private vehicles older than six years will not need to renew PUC again and again. Such vehicle owners can be given relaxation of up to three years. At the same time, PUC test may be mandatory once a year for six to 10 year old BS-VI vehicles. BS-VI vehicles older than 10 years may have to obtain PUC certificate every six months. Vehicles with BS-VI technology emit much less pollution than the older BS-IV models. This is the reason why the government is considering creating a separate category for them.
Surveillance may increase on old vehicles
In the new system, rules may be tightened for BS-IV and older vehicles. BS-IV vehicles manufactured before March 2020 may have to undergo PUC test every six months, whereas currently its period is one year. Apart from this, it is proposed to make PUC test mandatory every three months for BS-I, BS-II and BS-III vehicles. The government believes that emissions from old vehicles are a major cause of pollution, hence their regular monitoring is necessary.
New plan for commercial vehicles also
According to sources, BS-VI commercial vehicles up to six years old may need to get a PUC certificate every two years. After this, rules like private BS-VI vehicles can be applied on them. The government is also working on making the PUC investigation process more transparent, so that the possibility of any irregularities or manipulation in emissions reports can be reduced.
No PUC, no fuel
Delhi government has already indicated that petrol or diesel will not be supplied in future without a valid PUC certificate. The move is believed to be part of a comprehensive air quality management plan designed to control pollution during winter.
New step in the fight against pollution
Delhi has long been counted among the most polluted cities of the country. AQI often reaches severe levels in winter. In such a situation, the government is moving towards promoting vehicles with new technology and increasing control over old vehicles that cause more pollution. If PUCC 3.0 is implemented, it could impact millions of vehicle owners and prove to be an important step towards improving Delhi’s air quality.
