In the last few months, incidents of attacks by stray dogs have increased continuously in India – at some places they attack innocent children and at some places they pounce on the elderly. Now the Supreme Court is going to give its big decision on this issue on 7 November 2025. The court had asked all the states and union territories what steps they have taken so far to implement the Animal Birth Control (ABC) rules.
What is the matter: How long has this dispute been going on?
The case began on August 22, 2025, when the Supreme Court had sought reports from states across the country as to what steps they have taken to control the number of stray dogs and their birth. But most of the states did not follow this order. Angered by this, the court summoned the Chief Secretaries of all the states and union territories and said, “If you do not follow the orders, you will have to answer personally.”
State’s apology and court’s strictness
During the hearing on Monday, the Chief Secretaries of all the states and union territories appeared before the Supreme Court and tendered an unconditional apology. He admitted that he did not file the compliance affidavit on time. The court also said that now this matter will not be limited to Delhi-NCR only, but the entire country will come under the ambit of this decision.
Supreme Court’s comment: “Damage to the country’s image”
In the hearing on October 27, the court had expressed displeasure that incidents were happening continuously and India’s image was getting tarnished at the international level. The bench of Justice Vikram Nath said, “This is not just administrative negligence, but a serious issue of human security.”

The special three-judge bench of the Supreme Court will now pass the final order on November 7. The Court will decide: What mandatory steps states must take to implement the ABC rules. The decision of November 7 is now in the eyes of the entire country. This will decide how the balance will be struck between the responsibility of states regarding stray dogs and the safety of citizens.
