In the cabinet meeting of Uttarakhand government, many important proposals related to the state’s development, animal husbandry, tourism, education, health, prison administration and interests of employees were approved. In the meeting chaired by the Chief Minister, important decisions were taken ranging from increasing milk production to insurance of horses and mules used in Chardham Yatra, reservation for state agitators, Himalayan car rally and declaring a fully literate state.
Embryo transplant project for improving the breed of cattle and increasing milk production.
It was proposed to start an embryo transfer based pilot project by the Animal Husbandry Department with the aim of increasing milk production in the state and rapidly developing high quality breed animals. The Cabinet has approved this project. Through this, pure breed cattle will be produced, which is expected to significantly increase the milk production capacity in future.
Government will provide assistance on insurance premium of horses and mules during Chardham Yatra
Giving relief to the owners of horses and mules plying on the Chardham Yatra routes, the state government has decided to bear 20 percent of the insurance premium itself. The remaining 80 percent amount will be deposited by the animal owner. During the year 2026, approximately 15 thousand registered equine animals will get the benefit of this scheme. Out of the total premium of Rs 525 lakh, the government will bear the financial burden of Rs 105 lakh. This proposal has been approved by the cabinet.
Relief to candidates regarding reservation certificate of state agitators
The cabinet also took an important decision related to 10 percent horizontal reservation to be given to Uttarakhand state agitators and their dependents. Such candidates who have applied in the three recruitment examinations held between the issuance of the notification and the Government Order, will be allowed to produce the State Agitator Reservation Certificate once during document verification, who have subsequently provided the certificate in the prescribed format.
Price adjustment in road construction contracts due to increased prices of bitumen
The prices of crude oil and petroleum products have increased due to the ongoing conflict in the Middle East region. As a result, bitumen prices increased by more than 30 percent. In view of this situation, the Cabinet has allowed price adjustment in those road construction contracts signed before April 1, 2026, in which work is still pending and the contract period is also available. This arrangement will be applicable only on bitumen works from May 1 to June 30, 2026.
Approval of amendment in three year excise policy
The Cabinet has approved necessary amendments in the notification related to Excise Policy 2025-26, 2026-27 and 2027-28. Under the amendment, cess will be made a part of VAT calculation. Also, the related provision will be amended by eliminating the duplicative system of hologram fee.
Five specialist posts approved for operating state-of-the-art AMS machine in Selaqui
To promote the quality check and export of natural, aromatic, herbal and pharmaceutical products of the state, a state-of-the-art Accelerator Mass Spectrometry (AMS) machine has been installed at the Aromatic Plant Center in Selaqui. The Cabinet has approved the formation of Project Management Unit (PMU) and creation of five specialist posts for its operation.
Preparations intensified for organizing International Himalayan Car Rally
With the aim of giving Uttarakhand a strong identity on the global tourism map, the state government will organize the International Himalayan Car Rally. A target has been set to include more than 120 participants in the competition. It will include international racers, Asia Cross Country Rally participants, Classic Car Rally and Indian National Rally Championship participants. Approval has been given to select an experienced organization for the event through a single source process.
Big decision in the matter of equal pay and equal work for Upanal employees
In compliance with the orders of the High Court and the Supreme Court, the cut-off date for eligibility for equal pay for equal work to employees working through Upnal has been amended. Earlier this date was fixed as 12 November 2018, which will now be revised as per the order of the Supreme Court dated 15 October 2024.
Uttarakhand Prison Amendment Rules 2026 approved
Uttarakhand Prison Rules 2023 will be amended in compliance with the directions of the Supreme Court. For this, the Cabinet has approved the Uttarakhand Prison (Amendment) Rules 2026. The amendment has updated the definition of habitual offenders and related provisions.
Paving the way for implementation of Prison Service Rules 2026
Uttarakhand Prison Jail Subordinate (Gazetted) Service Rules 2026 have been approved to streamline the appointment and promotion process for the posts of jailers in the Prison Department. For the first time after the formation of the state, separate rules will be implemented for this post.
Changes in Sanskrit education system, revised regulations approved
To make the provisions related to recognition of Sanskrit schools, curriculum determination and conduct of examinations more effective, Uttarakhand Sanskrit Education (Amendment) Regulations 2026 have been approved. This amendment has been made keeping in mind the current requirements and administrative needs.
Cabinet agrees to declare Uttarakhand a fully literate state
The Cabinet has approved the proposal to declare Uttarakhand as a fully literate state after meeting the literacy standards set as per the National Education Policy 2020. This is considered an important achievement for the education system of the state.
Pending hospital bills under Golden Card Scheme will be paid
The State Government will provide financial assistance to the Health Department to settle the long pending payments of various hospitals under the Health Scheme i.e. Golden Card. This will provide relief to hospitals and will also improve the operation of health services.
Gratitude to the Center for agreeing on Kishau Multipurpose Dam Project
The Uttarakhand Cabinet expressed gratitude to Prime Minister Narendra Modi and Union Home Minister Amit Shah after a consensus was reached between the concerned states on the Kishau multipurpose dam project that was pending for years. The government believes that going ahead with this project will give new impetus to the development of the area.
