According to the Election Commission, if you are a citizen of India and are not present in the country due to employment, education etc. and you have not gained citizenship of any other country, then you can be registered as a voter at the address written in your passport. 6A form will have to be filled
Citizens of Bihar living abroad outside India will be able to vote in the state assembly elections. For this, they have to fill Form 6A. This form is only for Indian citizens who live abroad and who do not have citizenship of any other country. Only those citizens are eligible for this, whose age is 18 years. The minimum age for the franchise is 18 years. For example, if you want to add your name to the voter list on August 10, 2025, then you should be 18 years of age by this date. Such people can fill Form 6A to register their names in the voter list of their region according to the address of India given in their passport. This form will have to be given to the Electoral Registration Officer (ERO). Along with this, necessary documents will also have to be submitted. Such citizens will have to take their original passport with them to cast their votes at the polling station.
Where to deposit Form 6A?
You have to give Form 6A to ERO of your home area in Bihar. It is important that the address of the residence is similar to the address written in your passport. Form 6A can be given personally to ERO or sent by post. All ERO addresses can be seen on the Election Commission website of the Election Commission of India.
What documents have to be given with the form?
You have to submit some documents with Form 6A. A passport size photo has to be attached to this form. The background of the photo should be lighter. The face should appear completely in the photo. All columns of Form 6A will have to be filled carefully. The rest of the information including the name will have to be written according to the information written in the passport. If this form is being sent by post, then a photocopy of your passport will have to be attached with it. This photocopy should have your photo page and the remaining information page. Also, the visa page will also have to attach. These photocopies are required to be verified by the Indian mission official of the country where you are living. If you do not send verified photocopy, your form can be canceled.

It is necessary to take passport with polling station
If you are submitting the form to ERO yourself, you have to give a photocopy of your passport. You also have to show your original passport. ERO will check your passport and return it immediately. You can vote after the name is registered in the voter list, but to vote, you have to take your original passport to the polling station.
Bihar migrants settled in other states of the country
Voters living temporarily in various states of the country, which are not in the services of the Army, Security forces or the Center or State Government, can only vote in the elections of the same state where they are temporarily living, not in Bihar. Postal polling facility is available for army, security forces personnel or government employees posted in other states. Employees or workers of private companies who are native to Bihar, even if they are temporary residents in other states of the country, can exercise their franchise in the same state instead of Bihar where they are currently living. There is no mention of voting arrangements for such temporary migrants in their original state on the Election Commission website.
