Gujarat is number 1 in the country in the second phase of Swamitva Yojana. The state generated more than 50% (18.50 lakh) of the country’s property cards. With these cards made through drone mapping, villagers are getting property rights and bank loan facilities.

Gandhinagar, June 13, 2026: Among the major steps taken by the Central Government led by Prime Minister Narendra Modi in the last 12 years towards rural empowerment, ‘Pradhanmantri Swamtva Yojana’ has emerged as a ‘gamechanger’. For decades, due to lack of accurate documentation of residential properties in villages, villagers were deprived of legal rights and financial benefits of their own houses.

Ownership rights reached every village

  • In the second phase of the scheme (2021-22), out of 32.35 lakh property cards made across the country, Gujarat alone set an example by producing a record 18.50 lakh cards. • Accurate mapping and certification of 11,511 villages completed through 14,900 drone flights in the state.
  • In Gujarat, Mehsana (1.66 lakh) and Ahmedabad (1.53 lakh) districts are at the forefront in issuing property cards. Bank loans up to ₹ 50 lakhs were approved to villagers on the basis of property cards, rural enterprises got new momentum.
  • Today, through this scheme, not only are the villagers getting their real rights, but in this mega campaign, Gujarat has also created a new history by becoming ‘number 1’ in the entire country. This achievement of the state is also special because Gujarat alone has the share of more than half (more than 50%) of all the property cards made across the country in the second phase of the scheme.

  • Under the able leadership of Chief Minister Bhupendra Patel, Gujarat has presented a ‘role model’ in front of the entire country by giving unprecedented momentum to the ‘Pradhanmantri Swamtva Yojana’. By accurately mapping rural properties with state-of-the-art drone technology, the state government has so far prepared statutory ‘property cards’ of more than 18.50 lakh rural properties.
  • Gujarat, which will join the second phase of this scheme in the year 2021-22, has today reached the first position at the national level on the basis of its excellent management. If we look at the figures, in this phase drone flights were conducted in 58,197 villages across the country and a total of 32,35,260 property cards were made. Of these, Gujarat alone has generated the maximum number of 18,50,614 cards in the country by conducting drone flights in 14,900 villages and certification of 11,511 villages.

Mehsana and Ahmedabad top

  • There has been excellent coordination between the Survey of India Department, Gujarat Revenue Department and Gujarat Panchayati Raj Department to make this mega campaign successful. Drone surveys and GIS based mapping have made village planning completely transparent. In this process, at the district level, Mehsana (1,66,504 cards) and Ahmedabad (1,53,125 cards) are at the forefront. Apart from this, more than 1 lakh cards each have been prepared in Kheda, Banaskantha and Anand. With the issuance of cards after transparent verification, land disputes and court cases that have been going on for generations have almost ended.

Loan facility up to Rs 50 lakh

  • The scheme has transformed rural properties into a ‘financial asset’. After getting legal recognition, now citizens are easily availing loan facilities from banks using their property cards. In Gujarat, big bank loans up to ₹ 50 lakh have also been approved on the basis of this card.
  • This has created new opportunities for business, education and livelihood in the villages, which has played a ‘gamechanger’ in economically empowering women and deprived sections. To take the scheme to the masses, more than 14,000 Gram Sabhas have been organized across the state, which is realizing the vision of ‘Digital and Self-reliant Rural India’.
