Big blow to Trump! House passes proposal to limit war powers. Donald Trump Faces Setback In House Over War Powers As Senate Vote Looms

The US House of Representatives has passed a proposal to limit President Trump’s war powers. This is a setback after the action on Iran, but they also got wins on other bills like the ICE fund. This proposal is yet to be passed by the Senate.

AAmerican President Donald Trump has suffered a small setback. The House of Representatives there has passed a resolution limiting the President’s war-related powers. However, it still has to be passed by the Senate, but still it is a defeat for Trump. At the same time, Trump has won on two other controversial bills. The ICE bill related to immigration was passed and the Anti-Weaponization Fund was also not blocked. Only one Republican member voted against it. This Anti-Weaponization Fund is a strange case, which the Trump administration decided to eliminate for some strange reason. On the other hand, Republican members went against the President’s opinion and approved funding to Ukraine.

‘Sacrificing their own people’

When the US President started attacking Iran without the permission of Congress, the Democrats started opposing it. Even in the Republican Party there was resentment about this. Despite getting several opportunities, Trump was not ready to end the war, which increased the opposition. Allegations began to arise that Trump, under pressure from Israel, was putting the lives of his own people at risk. The result of all this is ‘War Powers Resolution’. At present it has been passed only by the House and it will have to be passed by the Senate also. Even if it is passed, it will not be legally binding. But politically, it is like a check on the arbitrariness of the President. Four Republican members also supported the proposal.

The White House completely rejected it and called it unconstitutional. This is the fourth time the House has considered such a proposal. A similar proposal was also brought in the Senate, but it was not voted on. It is believed that the support received for this proposal shows the divisions within the Republican Party.

What is War Powers Resolution?

This is a law of 1973, the purpose of which is to limit the powers of Presidents. This law says that the President cannot send troops to any armed conflict without the approval of Congress. In simple language, even though the President is the Commander-in-Chief of the armed forces, Congress’s approval is necessary for declaring war. Congress also has the right to give funds. The President has to inform Congress within 48 hours of sending troops. If Congress does not approve, then the war has to end within 60 days and the army has to be withdrawn. Additional time of 30 days may be given for withdrawal of army.

There was strong opposition in Congress due to the Korea and Vietnam wars in the 1950s and 60s. President Harry Truman ordered troops to be sent to Korea. 3 Presidents like Kennedy, Johnson and Nixon participated in Vietnam War. The US also bombed Cambodia during the Vietnam War. Due to all these incidents, War Powers Resolution was brought. President Richard Nixon vetoed it, but Congress overrode the veto and enacted the law. Since this legislation, presidents have submitted 132 reports to Congress, including on the 1991 Gulf War.

who broke the law

But the presidents who challenged this law also include Barack Obama, who took military action in Libya. Ronald Reagan also sent troops to El Salvador in violation of the law. Bill Clinton’s order to bomb Kosovo was also a violation of the law. However, efforts to take these violations to court failed.

This law has been in controversy since its inception due to continuous violations. There is always debate between the President and Congress over which military actions this law applies to. Now, it is not clear what will happen to this proposal in the Senate. Even if it is approved, its legal validity is also not clear, one reason for which is a 1983 decision of the Supreme Court.

win and lose

Senate passes Ukraine funds, a blow to Trump. But the ICE fund also passed, which is a win for them. The $70 billion fund for anti-immigration actions passed without support from Democrats. This fund was earlier stuck due to disputes.

Anti-Weaponization Fund Game

The ICE fund was passed without restricting this anti-weaponization fund. This is a strange fund, which is being said to be the President’s gift to his supporters. Under this, compensation was to be given to those who were victims of some kind of injustice, especially during the Biden government. This also includes the accused in the Capitol Hill riot on January 6, whom Trump calls ‘great men’. This was a fund of $1.8 billion. This fund was part of a deal. Trump withdrew a $10 billion lawsuit against the Internal Revenue Service (IRS) over the leak of his tax information, in exchange for which this compensation fund was created. Democrats alleged that public money was being distributed among rioters and white supremacists. 90 members also brought a motion against it, but to no avail.

But there is also a funny thing in this. Those who got into legal trouble for criticizing Trump could also apply for it. Former FBI Director James Comey, whom Trump tried to impeach, said he would also apply. Trump’s former lawyer Michael Cohen, who later testified against him, could also apply. Well, ultimately the government decided not to create this fund.

Trump’s tax!

This whole matter is related to Trump’s taxes. Information was leaked that in 2016, the year he won the election, Trump paid only $750 in taxes and did not pay any taxes in 10 of the 15 years before that. The person who leaked the information was also jailed for 5 years. Trump had sued the Revenue Department, and now this deal was reached in the same case.
