According to astrologers, this time it would be best to celebrate the festival of Diwali on 20th October i.e. Monday because on this day Amavasya Tithi is starting from 3.44 pm, which will last till 5.54 pm the next day i.e. 21st October. Also, Amavasya Tithi on 20th October will be in Pradosh and Nishith period, hence celebrating Diwali on this day, Monday, is going to be the best.
According to Drik Panchang, celebrating Diwali on 21st October is not auspicious because Amavasya will end before sunset and Pratipada will begin. Diwali is called the festival of Nishith period, hence Lakshmi puja is done at night and it should be celebrated before the end of Amavasya.

How to observe Lakshmi Puja fast? (Lakshmi Puja Vrat)
According to Drik Panchang, wake up early in the morning on 20th October. Worship the ancestors and deities of your family and get blessings. Since it is Amavasya, remember your ancestors on this day and also perform Shraddha puja. Worship Goddess Lakshmi by fasting the whole day and take food only after Lakshmi puja in the evening.
