Fitment factor is the multiplier through which the existing basic pay is revised under the new pay commission.

What happened in the 7th Pay Commission?

In the 7th Pay Commission, the fitment factor was fixed at 2.57. Due to this, the minimum basic salary increased from Rs 7,000 to Rs 18,000.

However, the government has not yet declared any official fitment factor for the 8th Pay Commission. Employee organizations, pensioners’ groups and experts have made different proposals.

How much fitment factor is being demanded?

At present, fitment factor ranging from 1.92 to 3.83 is being demanded.

  • National Pensioners Organization Has suggested a fitment factor of 3.25.
  • All India Trade Union Congress Has demanded 3.0 fitment factor.

  • former finance secretary Subhash Chandra Garg Believes that the government can approve 1.92 fitment factor.

What can be the minimum basic salary?

At present the minimum basic salary is Rs 18,000. According to the fitment factor the following changes may occur.

If 3.83 fitment factor is applied then the minimum basic pay may increase from Rs 18,000 to approximately Rs 68,940. That means an increase of about 283%.

What changes will there be in the pay matrix?

The existing pay matrix can also be revised under the 8th Pay Commission. Like previous pay commissions, there is a possibility of proportionate increase in all pay levels.

Other than this

  • House Rent Allowance (HRA) may be reviewed.
  • Change in transport allowance is possible.
  • Dearness Allowance (DA) can be started again from zero by adding it to the basic salary.

For example, if the fitment factor of 2.57 is applied then the new basic salary of an employee getting Rs 18,000 basic can be around Rs 46,260. Whereas if 3.83 fitment factor is applied, it can reach around Rs 68,940.

When can the 8th Pay Commission be implemented?

The last date for sending suggestions and memorandum for the 8th Pay Commission has been extended till June 15, 2026. The Central Government had announced the 8th Pay Commission on 17 January 2025 and it has been considered effective from 1 January 2026.

However, after the final report of the Commission comes and the approval of the Union Cabinet, the actual benefit of wage revision is likely to be available in mid-2027 or early 2028. The commission has been given 18 months to submit its recommendations.

What is the most important thing?

At present, the possible basic salary ranging from Rs 34,560 to Rs 68,940 is only based on estimates and demands of various organizations. The final decision will come only after the government accepts the 8th Pay Commission report.

That is, there is a possibility of increase in the salary of central government employees from 92% to 283%, but the actual figure will depend on the fitment factor decided by the government.
