Delhi Old Vehicles Scrappage: The Central Government has taken a big step to remove old trucks and buses from the roads which are making the air poisonous in Delhi-NCR. On Wednesday, the Union Cabinet approved a scheme of Rs 9,585 crore, the aim of which is to replace these old vehicles.
The money for this scheme will be given through the National Capital Region Planning Board (NCRPB), which comes under the Ministry of Housing and Urban Affairs (MoHUA). The responsibility for its implementation will lie with the Ministry of Petroleum and Natural Gas (MoPNG) and the Ministry of Road Transport and Highways (MoRTH).
Delhi, Haryana, Rajasthan and Uttar Pradesh will be affected
According to the press release of the cabinet, the governments of Delhi, Haryana, Rajasthan and Uttar Pradesh will also cooperate in this scheme. Its target is to remove 1.91 lakh trucks and 16,329 buses from the roads. The objective of this scheme is to benefit the owners of trucks and buses registered in Delhi-NCR which have BS-IV or older emission norms. They will be encouraged to replace their old vehicle with a BS-VI or better emission standard vehicle or buy an Electric Vehicle (EV).
The total budget of this entire scheme is Rs 9,585 crore. Out of this, Rs 5,041 crore will be given by the central government, while tax exemption of about Rs 1,601 crore will be given by the state governments. It is expected that this step will increase the use of clean vehicles, which will improve the air in Delhi-NCR and lead to a major reduction in pollution.
What benefits will the owners get?
- The central government will give interest subsidy of 5% on the loan for 5 years. Fuel vouchers worth up to Rs 4,800 will be available every month depending on the category of the vehicle.
- Additionally, a lump sum benefit will also be given on purchasing EV or trading Certificate of Deposit.
- State governments will waive registration fees on new vehicles and give up to 100% exemption in motor vehicle tax for 10 years. on old cars
- You will get 50% discount. Apart from this, the state governments will also waive off the outstanding liabilities on the old vehicles included in the scheme.
- Vehicle manufacturing companies (OEMs) will also give a discount of 8% on the ex-showroom price.
How will the scheme work?
- The entire process will be digital through an integrated portal. With this, verification of vehicle owner’s eligibility, interest subsidy claim and fuel voucher credit will all be done automatically and in real-time. Central government benefits will continue to be available for 5 years from the date of registration of the new vehicle.
- According to one estimate, “one BS-I, II or III heavy duty vehicle causes as much pollution as 14 BS-VI vehicles combined. Even a BS-IV vehicle causes 2.7 times more pollution than a BS-VI vehicle.”
- Under the scheme, “BS-III or older vehicles will be required to be scrapped at a registered vehicle scrapping facility.” At the same time, “BS-IV vehicles can either be scrapped or sold outside NCR in cities which are not included in NCAP (National Clean Air Programme).”
- After this, the owners will have to buy and register an electric vehicle with BS-VI or better norms in NCR itself.
