Russia Launches New Talent Visa With Faster Route to Permanent Residence

Russia has introduced a new multiple-entry talent visa aimed at highly skilled foreign professionals, top university graduates, entrepreneurs and individuals with rare expertise in science, creative industries and sport.

For foreign professionals, the biggest attraction is the route to Russian permanent residency without some of the usual hurdles.

New Talent Visa

The new Talent Visa is designed for foreign nationals who can contribute to Russia’s economy, technology or other priority sectors. Eligible applicants include:

• People with rare or specialised skills
• Scientists and researchers
• Creative and sporting talent
• Entrepreneurs contributing to Russia’s technological development

Applications will first be assessed by Russia’s new Agency for Attracting Foreign Talents before moving through the normal immigration process.

Faster Route to Russian PR

The visa offers a shorter path to long-term residence than the standard system. Holders can apply for a temporary residence permit (TRP) without facing the usual quota requirement or Russian-language requirement.

There is an even faster option. Those who pass the Russian language test can skip the TRP stage and apply directly for permanent residence. Under the normal route, applicants generally need to hold a TRP for at least eight months before seeking permanent residence.

Citizenship May Also Be Easier

Some talent visa holders could qualify for a simplified route to Russian citizenship, depending on their individual circumstances, exceptional achievements or backing from relevant Russian government bodies.

That makes the programme more than a work visa. It is designed as a long-term immigration pathway for people Russia wants to attract and retain.
