CBI has filed charge sheet against 13 accused in NEET UG paper leak case. The agency has also kept an investigation open into the role of NTA officials. It is alleged that the mastermind bought the paper for Rs 10 lakh and further sold it for Rs 12 lakh each.
New Delhi [भारत]July 28 (ANI): The CBI on Tuesday filed a charge sheet against 13 accused in the NEET UG paper leak case in the Rouse Avenue Court in the national capital. This charge sheet is to be presented tomorrow before the special fast-track court constituted to hear the paper leak case.

This charge sheet has been filed by the Economic Offenses Wing of CBI. This case is under Sections 315(5), 318(4), 61(2), 238, 303(2) of the Indian Code of Justice (BNS) 2023 and Section 13(1)(a) read with Section 13(2) of the Prevention of Corruption (PC) Act, 1988 and Section 3, 4, read with Section 10 of the Public Examination (Prevention of Unfair Means) Act, 2024. 5 and was registered under section 11. The accused persons, Yash Yadav, Mangilal Biwal, Dinesh Biwal, Vikas Biwal, Shubham Khairnar, Dhananjay Lokhande, Prahlad Kulkarni, Tejas Harshad Kumar, Dr. Manoj Shirure, Shivraj Raghunath Motegaonkar, Manisha Waghmare, Manisha Mandre, Manisha Sanjay Havildar, are in judicial custody. CBI has kept further investigation open to investigate the role of NTA officials. Recently, 47 NTA officials were suspended.
An FIR was registered on May 12 on a complaint lodged by a government official under sections of the BNS, Prevention of Corruption Act, and offenses related to use of unfair means in examinations etc.
This is how the paper was leaked
The CBI has alleged that Mangilal Biwal had contacted Shubham Khairnar to obtain the NEET question paper for his son Vikas Biwal. Question papers have been recovered from the mobile phone of Mangilal Biwal. The agency said Mangilal had obtained the leaked NEET UG paper from Yash Yadav in a deal worth Rs 10 lakh. During interrogation, Mangilal’s son Vikas Biwal told that he had come in contact with Yash Yadav during coaching in Sikar, Rajasthan.
It is alleged that Mangilal Biwal contacted Shubham Khairnar for the question paper for his son Vikas Biwal. Subsequently, a big chain was formed with other accused persons. It is also alleged that Shubham first leaked the paper to Yash, then Yash to Mangilal, Vikas and Dinesh Biwal. It is also alleged that Mangilal sold the leaked paper to various candidates for Rs 12 lakh each.
The court had allowed accused Yash Yadav to appear for the NEET UG exam to be held on June 21 and attend his sister’s wedding on June 22 in judicial custody. (ANI)
