India rises to 38th rank among 139 economies in Global Innovation Index 2025

New Delhi: India has risen to 38th position among 139 countries in the World Intellectual Property Organisation’s Global Innovation Index 2025. It was ranked 81st in 2015.

Reacting to India’s rise in the rankings, Union Minister of Commerce and Industry, Piyush Goyal, took to social media (X) to express his comments. “Guided by PM Narendra Modi’s innovation vision, this progress reflects our unwavering commitment to knowledge creation and sustainable growth. A big congratulations to our innovators, entrepreneurs, scientists and young talent for powering our journey towards a Viksit Bharat and global leadership,” he posted.

Switzerland has secured the top position in the GII 2025 ranking. The rankings are finalised after considering and evaluating the innovation performance of nearly 140 economies using approximately 80 indicators, which include R&D spending, high-tech exports, intellectual property filings and venture capital deals.

“The GII 2025 maps the contours of innovation across the world, showing us that the fastest-advancing economies in the GII are those that view innovation as a fundamental engine of resilience, growth and competitiveness. This year’s GII reveals both encouraging progress as well as challenges that still need to be addressed for countries to fully harness their innovation potential. It is a reminder that innovation ecosystems require support and nurturing through thoughtful policies, meaningful investments and cross-sector collaboration,” said WIPO Director General Daren Tang.

The report mentioned that in Asia, India remains the top regional performer, advancing one rank and leading the lower middle-income group since 2022. The country stands out for its ICT services exports, a vibrant VC landscape, late-stage VC and startup financing, unicorns and intangible assets – reflecting tech-driven growth, it added.

Economies of the top 100 innovation clusters

  • The top 100 innovation clusters are concentrated in the following economies:
  • China ranked second as it leads with the most clusters (24).
  • The United States (22) with San Jose–San Francisco as the leading cluster.
  • Germany (7) with Munich as the top cluster.
  • India (4) with Bengaluru as the most innovative cluster
  • The United Kingdom (4) with London as the most significant cluster
