Ontario Replaces 8 OINP Streams With New Workforce Priority Pathway for Canada PR

Ontario, a province in east-central Canada, has replaced its eight employer-led immigration streams with a single Ontario Workforce Priority Stream, reshaping how foreign workers, including Indians, can qualify for provincial nomination for Canadian permanent residence.

The overhaul took effect on June 26, 2026, and marks the biggest rewrite of the Ontario Immigrant Nominee Program (OINP) in years. The province has also temporarily closed its Expression of Interest (EOI) system, with a reopening expected between July and September 2026.

One Stream, Three Pathways

The new Ontario Workforce Priority Stream now covers three categories:

• Workers in higher-skilled TEER 0-3 occupations
• Workers in TEER 4-5 occupations
• Eligible self-employed physicians

Instead of choosing from multiple employer streams, applicants will now enter through this unified system based on their occupation and eligibility.

New Rules for Language, Education, and Work Experience

Ontario has tightened eligibility across the board. Language ability, education, and work experience requirements now vary by pathway. The province has also released its new EOI scoring system. Candidates receive points for:

• Ontario work experience
• Canadian income tax history
• Salary offered
• English and French language skills
• Education
• Job location
• Occupation
• Temporary resident status

Applicants with jobs outside Toronto receive extra regional points. Health occupations rank highest, followed by trades and transport roles. Work permit holders also score better than study permit holders.

One trend is becoming impossible to ignore: Canadian provinces are rewarding applicants who already have local work experience far more than those applying directly from overseas.

What This Means for Foreign Workers

For foreigners already working in Ontario on temporary work permits, the new scoring model could improve their chances if they have Canadian work experience and tax records.

However, anyone whose previous EOI was never invited will have to start over. Ontario will cancel all pending EOIs submitted under the old streams, and fresh registrations will be required once the new system opens.

Skilled professionals planning to move to Canada through employer sponsorship should also check whether they still meet the revised language and education requirements before applying.

Rural Employers Get More Flexibility

Ontario has relaxed financial eligibility rules for employers in rural communities with populations below 150,000.

That could create more opportunities for foreign workers willing to accept jobs outside the Greater Toronto Area, where employers may find it easier to support permanent residence applications.

Applications Already Submitted Will Continue

The changes do not affect applications already filed under the old OINP streams.

Ontario will continue processing those cases using the eligibility rules that applied when they were submitted. Employers, however, must submit new job offers through the Employer Portal once it reopens to support fresh applications under the new program.
