Uttar Pradesh Chief Minister Yogi Adityanath has given instructions to implement Bal Shramik Vidya Yojana in all 75 districts, strengthen the Sevamitra system, develop labor facility centers and provide employment to the youth in the country and abroad.
Lucknow. Uttar Pradesh Chief Minister Yogi Adityanath has given many important instructions for the welfare of workers, skill development of youth and increasing employment opportunities. He emphasized on implementing Bal Shramik Vidya Yojana in the entire state, strengthening the Sevamitra system, developing modern labor facility centers in industrial cities and linking the employment mission with international opportunities. The Chief Minister said that workers are the biggest force of economic progress of the state and the government is committed to ensuring their education, security and dignified life.
Child Labor Education Scheme will now be implemented in all 75 districts
In the review meeting of the schemes of Labor and Employment Department, the Chief Minister instructed the officials that no child should be deprived of education due to financial reasons. He directed to run special campaigns in child labor affected areas to connect children with schools and make their rehabilitation effective.
The Chief Minister said that a skill development plan should also be prepared for these children with the help of the private sector. It was informed in the meeting that under the Bal Shramik Vidya Yojana, launched in the year 2020, working children aged between 8 to 18 years are being given admission in schools and are also being given financial assistance. At present this scheme is operated in 20 districts, but now it will be implemented in all 75 districts of the state with new provisions.
Sevamitra system will get further expansion, employment opportunities for youth will increase
Describing the ‘Sevamitra System’ as a modern model of employment and public facilities, the Chief Minister gave instructions to make it more effective. He said that such technology-based systems create new opportunities for youth and skilled workers. It was told in the meeting that under this system, which will be operational from the year 2021, people are getting domestic services through mobile app, web portal and call center. Currently 1097 service providers, 5049 Sevamitras and 54,747 skilled workers are registered on the portal. The Chief Minister also talked about promoting the use of Sevamitra system in government departments as per requirement, so that employment opportunities can be increased at the local level with transparency.
Registration of factories increased rapidly in UP, labor reforms got recognition
Appreciating the institutional reforms undertaken by the Labor Department, the Chief Minister said that it is the priority of the government to strike a balance between the interests of industries and workers. It was told in the meeting that till now 32,583 factories have been registered in the state. As of March 2017, this number was 14,176, while after April 2017, 18,407 new factories were registered. In the financial year 2025-26 itself, 4860 new factories were registered. The Department has also received the ‘Top Achiever’ status for successful implementation of BRAP reforms. Also honored for his excellent work in the labor sector in Udyog Samagam 2025.
Modern labor facility centers will be developed in industrial cities
The Chief Minister directed to systematically develop the proposed Labor Facilitation Centers i.e. ‘Labor Bases’ in all major industrial cities. He said that these centers should not be limited to mere gathering places of workers, but should be developed as centers of labor assistance and facilities. He also said that it is necessary to arrange safe and organized accommodation for the workers coming from other areas, so that they can get a better working environment.
Industrial workers training institute and hostel will be built in Kanpur
The Chief Minister described the proposed Industrial Workers Training Institute and Hostel Scheme in Kanpur as an important step towards skill development. He said that the need of the hour is to prepare trained human resources as per the needs of the industries. It was informed in the meeting that a training institute with a capacity of 200 trainees is proposed in Vishnupuri area. Here training will be provided in trades like carpentry, electrician, fitter, plumber, painter and building construction. Apart from this, a hostel with a capacity of 200 trainees will also be built in Benazhabar area.
Youth are getting opportunities in India and abroad through employment mission.
The Chief Minister said that employment generation is one of the biggest priorities of the government and it is necessary to provide employment to the youth at local, national and international levels. It was told in the meeting that through the ‘Uttar Pradesh Employment Mission’ formed in July 2025, work is being done rapidly towards providing employment to the youth in the country and abroad. The mission has also received a recruitment agency license from the Ministry of External Affairs. 27,555 youth were selected through employment programs organized in Lucknow, Gorakhpur, Varanasi and Kanpur, out of which 2300 youth got employment opportunities in foreign countries.
Lakhs of youth got employment through 3030 employment fairs
It was informed in the meeting that during the year 2025-26, employment opportunities were provided to 3,74,776 youth through 3030 job fairs and campus placement programs organized in the state. Whereas 6,80,469 youth participated in 4873 career counseling programmes.
The Chief Minister directed that employment fairs should not be limited to just formal events, but they should be linked to the actual demand of industries and the qualifications of the youth. He also talked about connecting it with Sardar Vallabhbhai Patel Industrial and Employment Zone.
Employment opportunities for UP youth in many countries including Germany and Japan
Reviewing global employment prospects, the Chief Minister said that the youth of Uttar Pradesh are fully capable of taking advantage of world-class opportunities. It was informed in the meeting that employment opportunities have been explored in many countries including Germany, Japan and Slovak Republic. For this, agreements have also been made to start Japanese, German and English language training programs.
The Chief Minister directed that the employment department should be developed into a modern and digital employment system. He also stressed on strengthening AI based services, digital job matching and online counseling on Rozgar Sangam portal.
