Chief Minister Pushkar Singh Dhami released the book ‘Seva Vidhi’. The book is a simple compilation of government service rules, constitutional provisions and important judicial decisions.
Uttarakhand Chief Minister Shri Pushkar Singh Dhami met former Additional Secretary Shri R.C. at the Chief Minister’s residence on Wednesday. Released the book ‘Seva Vidhi’ written by Lohani. On this occasion, the Chief Minister praised the efforts of the author, describing the book as extremely useful for government officials and employees.
The Chief Minister said that it is the responsibility of every government officer and employee to contribute to the development of the state with complete honesty, transparency and dedication. He said that to make any administrative system effective, simple and fast, it is very important to have correct knowledge of service rules and procedures.

Chief Minister Dhami said that after the formation of Uttarakhand state, till now no such book was available in which the rules related to government service, constitutional provisions, government orders and important decisions of the courts were compiled in simple language at one place. He said that ‘Seva Vidhi’ is not just a book but a practical guide for the officers and employees of the state. This will help them understand the rules, rights and administrative procedures throughout their service period and guide them in taking right decisions.

The Chief Minister said that a government job is called service because every employee who is a representative of the government directly affects the life of the last person of the society through his decisions. He said that when an officer provides his rights to a poor, extends the benefits of a government scheme to a farmer, woman, youth or elderly or solves the problem of a citizen, then he serves the nation in the real sense.
The Chief Minister said that mere honesty is not enough for a public servant, but a deep understanding of laws, rules and administrative procedures is equally essential. This book will make officers and employees more efficient and confident by giving them clear information about their rights, duties, service rules and administrative procedures.

Chief Minister Dhami said that under the leadership of Prime Minister Narendra Modi, Uttarakhand is continuously establishing new dimensions of development. The state government is working by giving top priority to good governance, transparency and accountability. He said that technology has been used extensively in governance, processes have been simplified and the pace of decision making has been accelerated. The development of any state does not happen only through plans and budget, but a sensitive, capable and accountable administrative system is its biggest strength. The Chief Minister said that government policies are successful only when they are implemented on the ground with honesty and sensitivity. The stronger the administration is, the more public confidence will increase.

The Chief Minister said that in his experience he has seen many such officers who understand the spirit of the rules and find solutions for the public interest by staying within those rules. The Chief Minister said that when a citizen reaches the government office with his problem, he comes with hope and confidence. He said that the book included in simple form appointment, reservation, probation, confirmation, seniority, promotion, transfer, appointment of dependents of deceased employees, suspension, disciplinary action, responsibilities of the investigating officer, punishment, appeal, termination of service of temporary employees, resignation, voluntary and compulsory retirement, state employee conduct rules, investigation after retirement, prosecution in criminal cases against government servants, leave rules, Official Language Act, service rules related to lien and important decisions of the courts.
