Yogi Cabinet has approved the formation of a dedicated Backward Classes Commission to decide OBC reservation in Panchayat elections. Besides, approval has also been given for construction of 1010 bed multi-specialty emergency center and new teaching block in Lohia Institute.

Lucknow. Many important proposals were approved in the Uttar Pradesh Cabinet meeting held at Lok Bhavan under the chairmanship of Chief Minister Yogi Adityanath. A total of 12 proposals were presented in the meeting and all were approved. The most important decision among these was to approve the formation of “Uttar Pradesh State Local Rural Bodies Dedicated Backward Class Commission” for determining Other Backward Class (OBC) reservation in the three-tier Panchayat elections. After this decision of the government, the process of giving reservation to backward classes in Panchayat elections will be decided afresh.

Contemporary survey and study will be conducted for OBC reservation in Panchayat elections.

Giving information about the decisions of the cabinet, Finance Minister Suresh Kumar Khanna said that this commission is being constituted in compliance with the instructions of the Supreme Court. The Commission will conduct a contemporary and empirical study of the social, political and population related situation of backward classes in the state.

The Commission will assess the participation, representation and actual status of backward classes in Panchayats. After this, it will submit its recommendations to the government regarding body-wise proportional reservation.

OBC reservation in Panchayats will not exceed 27 percent

The Finance Minister said that the system of reservation in Panchayats is applicable under Uttar Pradesh Panchayat Raj Act 1947 and Uttar Pradesh Area Panchayat and District Panchayat Act 1961. He said that reservation for backward classes in Panchayat elections will not exceed 27 percent of the total seats. If updated population data is not available, the Commission will be able to collect data through surveys.

The Commission will conduct a detailed study to decide reservation for OBC category at Gram Panchayat, Area Panchayat and District Panchayat level. Based on the report of the commission, the final reservation system will be implemented for the upcoming Panchayat elections.

There will be five members in the commission, retired High Court judge will be the chairman.

According to the decision of the Cabinet, the Commission will consist of a total of five members, who will be nominated by the State Government. A retired judge of the High Court will be made the chairman of the commission. The government said that the commission will include people who have good experience and knowledge of subjects related to backward classes. The tenure of the commission will normally be six months.

Reservation will be available in Panchayats under the Constitution and law.

The state government clarified that under Article 243-D of the Constitution and related acts, there already exists a provision to give reservation to Scheduled Castes, Scheduled Tribes and Backward Classes in Panchayats. Now after the Commission’s report comes, the final determination of OBC reservation in Panchayats will be made.

1010 bed multi specialty emergency center will be built in Lohia Institute

A big project related to health services was also approved in the cabinet meeting. Dr. Approval was given for the construction of 1010 bedded Multi Specialty Emergency Center Hospital, new OPD Block and Teaching Block in the new campus of Ram Manohar Lohia Institute of Medical Sciences, Gomti Nagar Extension Sector-7 located at Shaheed Path.

Health services will improve with Rs 855 crore project

Finance Minister Suresh Kumar Khanna said that approval of Rs 855 crore 4 lakh 34 thousand has been given for this ambitious project. Under this project, an emergency center hospital equipped with state-of-the-art facilities will be built, which will have a provision of 1010 beds. Also, in view of the increasing number of patients, a new OPD block will also be prepared, so that people can get more organized and modern medical facilities.

Medical students will get modern teaching block

Under the project, a modern teaching block with a capacity of 200 seats will also be developed. This will provide medical students with a better learning environment with new technologies and modern resources. The government believes that with the development of new health infrastructure, specialist treatment will be provided to serious patients faster and patients coming from across the state will get the benefit of better medical facilities.
