The important constitutional amendment bill related to the Women’s Reservation Bill could not be passed in the Lok Sabha. On Saturday, Prime Minister Narendra Modi expressed his views on this in his address to the nation.
In his address of about 29 minutes 21 seconds, PM Modi apologized to the women of the country, targeted the opposition and in the end also roared that we have not lost. We will have opportunities in future also. We have to fulfill this resolution for the dreams of half the population and for the future of the country.

At the beginning of his address, PM Modi said, “I have come to talk to the mothers, sisters and daughters of the country. Today every citizen of India is seeing how the flight of India’s women power was stopped. Their dreams were brutally crushed. Despite our best efforts, we could not succeed. The Nari Shakti Vandan Act could not be amended. And I apologize to all the mothers and sisters for this.”
PM Modi further said- The interest of the country is paramount for us. But when for some people, party interest becomes everything, party interest becomes bigger than the interest of the country, then women power has to bear the brunt of it. The same thing has happened this time also. The women power of the country has suffered the loss of selfish politics of parties like Congress, DMK, TMC and Samajwadi Party.
‘Not a slap on the table but an attack on women’s self-respect’
PM Modi said- Yesterday crores of women of the country had their eyes on the Parliament. The women power of the country was watching. I was also very saddened to see that when this women’s welfare proposal was defeated, family based parties like Congress, DMK, TMC, SP were clapping happily. These people were thumping the tables by snatching away their rights from women. What he did was not just thump the table. That was an attack on women’s self-respect.
A woman never forgets her insult…
PM further said- Women forget everything. Never forget your insult. Therefore, the pain of that behavior of Congress and its allies in Parliament will always remain in the mind of every woman. Whenever the women of the country see these leaders in their area, they will remember that it was these people who celebrated stopping women’s reservation in Parliament. The woman is keeping an eye, she is sensing their intentions and she knows the truth very well. Therefore, the opposition will definitely be punished for the sin they have committed by opposing women’s reservation.
Taking aim at the opposition parties, PM Modi said, “These parties have also insulted the sentiments of the makers of the Constitution. And they will not be able to escape punishment for this by the public. The Nari Shakti Vandan amendment in the House was not to snatch anything from anyone. It was to give something to everyone. It was an amendment to give women’s rights which had been pending for 40 years before the next Lok Sabha elections in 2029.”
Nari Shakti Vandan Samidhan was a great yagya to give new opportunities, new flight and remove obstacles from the women of 21st century India. It was a pure effort made with honesty and with a clear intention to give rights to 50% of the country’s population. There was an effort to make women co-travellers in India’s development journey and to connect everyone.
PM Modi said, Nari Shakti Vandan amendment is the need of the hour. There was an effort to increase the power of all the states equally – North, South, East, West. Be it a small or big state, small or large population, there was an attempt to increase the power of all in equal proportion.
Putting forward his point, PM Modi said, but this honest effort has been aborted by the Congress and its allies in the House in front of the entire country. Parties like Congress, TMC, Samajwadi Party, DMK are the culprits of this feticide. These are criminals of the country. These are the criminals of the women power of the country.
Congress hates the topic of women’s reservation. He has always conspired to stop women’s reservation. So many attempts have been made, every time Congress has created hurdles in it. This time too, Congress and its allies resorted to new lies one after the other to stop women’s reservation. Sometimes regarding numbers, sometimes in some other way, Congress and its allies tried to mislead the country. By doing this, these parties have exposed their true face to the women power of India. Has taken off his mask.
I personally hoped that Congress would correct its decades-old mistake. Congress will atone for its sins. But Congress lost the opportunity to create history and stand in favor of women.
Congress itself has lost its existence in most parts of the country. Congress is keeping itself alive like a parasite by riding on the backs of regional parties. But Congress also does not want the strength of regional parties to increase. Therefore, by opposing this amendment, Congress has hatched a political conspiracy to push the future of many regional parties into darkness.
Congress, Samajwadi Party, DMK, TMC and other parties have been making the same excuses and fallacies every time for so many years. They have been encroaching on women’s rights by introducing some technical glitch or the other. The country has come to know about this ugly pattern of politics and the reason behind it.
A major reason for opposing the Nari Shakti Vandan Act is the fear of these family based parties. They fear that if women become empowered then the leadership of these dynastic parties will be in danger. They would never want women outside their family to move forward. Today, thousands and lakhs of women have proved their capability in Panchayats and local bodies – when they want to come forward and join the Lok Sabha and Legislative Assemblies.
There is a feeling of insecurity towards women within the family members. After delimitation, there will be more seats for women, the stature of women will increase – that is why these people have opposed the Nari Shakti Vandan Amendment. The women power of the country will never forgive Congress and its allies for this sin.
Congress and its allies are continuously lying on delimitation. They want to stoke the fire of division. Divide and rule – Congress has inherited this politics from the British and even today it is running on the same basis. Congress has always fueled the sentiments that create rift in the country.
That is why the lie was spread that some states would suffer losses due to delimitation. Whereas the government has made it clear from day one that neither the ratio of participation of any state will change, nor will the representation of anyone be reduced. Rather, the seats of all the states will increase in the same proportion. Still, parties like Congress, DMK, TMC and Samajwadi Party were not ready to accept it.
This amendment bill was an opportunity for all parties and all states. If this bill had been passed, seats in every state like Tamil Nadu, Bengal, UP, Kerala would have increased. But because of their selfish politics, these parties also betrayed the people of their states.
Samajwadi Party had a chance to reduce the stain of anti-women image. But SP also failed in this. Samajwadi Party has already forgotten Lohia ji. By opposing the Nari Shakti Vandan Amendment, SP has trampled all the dreams of Lohia ji. SP is anti-women’s reservation – the women of UP and the country will never forget this.
By opposing women’s reservation, Congress has once again proved that it is anti-women. This is the history of Congress and this is the negative politics of Congress. Congress is an anti-reform party. Whatever decisions and reforms are necessary for the developed India of the 21st century, Congress opposes them all and rejects them.
This is the Congress which opposed Jan Dhan, Aadhaar, Mobile and Stree Shakti. Congress opposed digital payments. Congress opposed GST. Congress opposed reservation for the general category poor. Congress opposed the law against triple talaq. Congress opposed the removal of Article 370. Congress also opposes the Uniform Civil Code – Uniform Civil Code of Conduct – which our Constitution calls necessary.
As soon as the Congress hears the name of the reform, it runs with a protest placard. In any work which strengthens the country, Congress uses all its strength to create obstacles in it.
Congress opposes One Nation One Election. Congress opposes driving out infiltrators from the country. Congress opposes the purification of voter lists and SIIR. Congress opposes reforms in Waqf Board. And Congress also opposes the CAA which provides protection to refugees.
PM Modi said- Congress also creates obstacles in the country’s efforts to end Maoist and Naxalite violence. Congress has had only one pattern – if any reform comes, lie, spread confusion, create a whirlpool in the country by spreading rumours.
Whatever work is important for the country, Congress puts it under the carpet. Because of this attitude of Congress, India could not reach the height of development that it deserves. At the time of independence, many other countries became independent along with us – most of them went much ahead of us. The reason for this was that Congress kept stalling every reform.
To dangle, divert, entangle – this has been the principle of the Congress, this has been the work culture of the Congress. Congress postponed border disputes with neighboring countries. Congress put on hold the disputes related to water sharing with Pakistan. Congress kept the decision on OBC reservation pending for 40 years. Congress stopped One Rank One Pension for soldiers for 40 years.
This attitude of Congress has always caused huge loss to the country. The country has suffered the brunt of every opposition, every indecision, every deception of the Congress, generations of the country have suffered it. All the big challenges facing the country today have arisen from this attitude of the Congress.
Therefore, this fight is not just about one law. This fight is against the anti-reform mentality of Congress in which there is only negativity. And I have no doubt that all the sisters and daughters of the country will give a befitting reply to this mentality of Congress.
Some people are calling the breaking of dreams of the women of the country a failure of the government. Those who view women conservatively still remain adamant on their lies. The fight for the participation of women power has been going on for decades and for years I have also been one of those making efforts for it.
I know that today the mothers, sisters, daughters of my country… you all are sad. I am also saddened by your sorrow. Today, even though we may not have got the required 66 percent votes to pass the bill, I know that the blessings of 100 percent women power of the country are with us. I assure every woman of the country that we will eliminate every obstacle coming in the way of women’s reservation.
Our morale is high, our courage is unbreakable and our resolve is also unwavering. The parties opposing women’s reservation will never be able to stop women power in the country from increasing their participation in Parliament and Legislative Assembly. The resolve of BJP and NDA remains intact till the empowerment of women power.
Yesterday we did not have the numbers. But that doesn’t mean we lost. Our self-confidence is invincible. Our efforts will not stop, our efforts will not stop. We will have more opportunities in future also. We have to fulfill this resolution for the dreams of half the population and for the future of the country. Thank you all so very much.
