Uttar Pradesh achieved the first position in the country by purchasing Rs 22,337 crore from GeM portal in 2025-26. Women, startup and MSME sectors got huge benefits from the transparent policy of Yogi government and UP became a role model.
Lucknow. Due to the transparent policies of Chief Minister Yogi Adityanath, Uttar Pradesh has today emerged as an example for the country in the matter of government procurement. Be it procurement of sugarcane, wheat and rice from farmers or fulfillment of the needs of government departments, transparency has been given priority in every sector. Most of the departments of the state are now doing their procurement process through GeM portal, which has not only reduced corruption but has also made the system more reliable.
GeM Portal Procurement: UP number-1 in the country in 2025-26
Uttar Pradesh stood first in the country in terms of purchases on GeM portal in the financial year 2025-26. During this period, the state made a total purchase of Rs 22,337 crore, which is much more than other states.
The figures compared to other states are as follows:
- Gujarat: Rs 14,009 crore
- Maharashtra: 6,113 crores
- Delhi: Rs 4,278 crore
- Chhattisgarh: Rs 3,935 crore
- Bihar: Rs 3,611 crore
- Madhya Pradesh: Rs 2,900 crore
- Jammu and Kashmir: Rs 2,653 crore
- Jharkhand: 2,647 crores
- Assam: Rs 2,494 crore
It is clear from these figures that Uttar Pradesh has made a new record in government procurement.
Top Departments GeM Purchase: Urban Development Department at the forefront
In the financial year 2025-26, the Urban Development Department remained at the forefront in the purchases made by various departments of UP from GeM portal. Performance of top departments:
- Urban Development Department: Rs 3,606 crore
- Medical education: Rs 2,973 crore
- Medical health and family welfare: Rs 2,498 crore
- Home Department: Rs 1,852 crore
- Energy Department: Rs 1,192 crore
- Animal Husbandry: 1,139 crores
- Basic Education: 812 crores
- Rural Development: 755 crores
- Secondary education: 560 crores
- Women and Child Development: 450 crores
Women Entrepreneurs Growth: Increasing contribution of women entrepreneurs
Participation of women entrepreneurs on GeM portal is increasing rapidly. Year-to-date figures:
- 2020-21: Rs 467 crore
- 2021-22: Rs 734 crore
- 2022-23: Rs 1,603 crore
- 2023-24: Rs 2,583 crore
- 2024-25: Rs 3,310 crore
- 2025-26: Rs 4,755 crore
This shows that the confidence and participation of women entrepreneurs is continuously strengthening.
SC/ST Entrepreneurs Participation: Promoting Social Inclusion
A significant increase has also been observed in the participation of SC/ST entrepreneurs:
- 2020-21: 54 crores
- 2021-22: Rs 119 crore
- 2022-23: Rs 261 crore
- 2023-24: Rs 438 crore
- 2024-25: Rs 507 crore
- 2025-26: Rs 752 crore
Startup Growth on GeM: Startups get a big platform
GeM portal has also given a strong platform to startups:
- 2020-21: Rs 261 crore
- 2021-22: Rs 785 crore
- 2022-23: Rs 1,108 crore
- 2023-24: Rs 2,435 crore
- 2024-25: Rs 2,139 crore
- 2025-26: Rs 3,203 crore
MSME Sector Boost: Big benefit to small-medium industries
Participation of MSME sector has also increased rapidly:
- 2020-21: Rs 3,978 crore
- 2021-22: Rs 8,643 crore
- 2022-23: Rs 13,376 crore
- 2023-24: Rs 18,230 crore
- 2024-25: Rs 21,275 crore
- 2025-26: Rs 27,235 crore
UP Sellers Growth: Increasing business of sellers
The business of vendors of Uttar Pradesh has also increased continuously:
- 2020-21: Rs 5,770 crore
- 2021-22: Rs 14,792 crore
- 2022-23: Rs 20,910 crore

UP Government Statement: What officials say
According to Krishna Murari, Deputy Chief Executive Officer of GeM, on the instructions of Chief Minister Yogi Adityanath, all departments are being encouraged to purchase from the GeM portal. He said that it has yielded positive results and Uttar Pradesh has set an example for other states of the country by purchasing the maximum amount in 2025-26.
