CBSE 3 Language Policy: CBSE is implementing a new 3-language curriculum from this academic year 2026-27, in which students will have to study three languages under the R1, R2, R3 framework. What is CBSE New 3-Language Curriculum: Making a major change in the country’s school education system, the Central Board of Secondary Education (CBSE) has announced the implementation of a new 3-language policy in the secondary level syllabus. These changes have been made under the National Education Policy (NEP 2020) and National Curriculum Framework for School Education 2023 (NCFSE 2023), which aim to promote multilingual education. Under the new system, students will now have to study three languages at different stages, which will strengthen both their linguistic understanding and diversity. What is the new 3-language framework?
CBSE has divided languages into three levels – R1, R2 and R3.
- R1: Student can take any language (which is available in CBSE).
- R2: The student must take a language other than R1.
- R3: The student must take a third language other than R1 and R2.
- The most important thing is that at least two of the three languages must be Indian languages.
When will the new rule of 3-language be implemented class wise?
Third language (R3) will be made compulsory in Class 6 from the academic year 2026-27. After this it will be gradually implemented in further classes. If we talk class wise-

The move aims to ensure that every student learns at least two Indian languages.
What will change in classes 9 and 10?
- Under the new policy, students of classes 9 and 10 will have to study three languages. R1 and R2 will be different languages.
- The same language cannot be taught at two levels. That means students cannot choose the same language twice (in R1 and R2).
Same book, different syllabus but different exam pattern
CBSE has also clarified that for now, the same textbook will be used for R1 and R2 but the syllabus and exam pattern will be different. This system will remain in place until NCERT develops books for different levels.
Necessary condition for giving 10th board
CBSE has made it clear that it will be mandatory for every student to study three languages till class 8. If a student does not pass the third language, he/she will not be eligible to appear for the Class 10 board examination. This rule will be especially applicable to those students who are currently in class 7 or above.
When will this system be fully implemented?
This new language policy will be considered fully implemented when R3 is also included in Class 9 by 2029-30. Till then this system will continue to be implemented in a phased manner.
What is the arrangement for regional language?
CBSE has also said that until NCERT books are available, state board books for regional languages will continue to be used in classes 9 and 10.
