8th Pay Commission Update: Ever since the government announced the 8th Pay Commission (8th CPC) in January 2025, there has been a lot of buzz around it as government employees have been keenly awaiting the terms and conditions of the new pay commission, but there has not been much heard from the government’s side. But on Monday, it provided some vital details about the 8th Pay Commission. 

In a reply to a starred question in the Lok Sabha, Pankaj Choudhary, Minister of State (MoS), Finance Ministry, informed that the government has decided to constitute the 8th Central Pay Commission (CPC) and inputs have been sought from major stakeholders, including the Ministry of Defence, the Ministry of Home Affairs, the Department of Personnel & Training, and the states.

Choudhary was replying to a starred question from TR Baalu and Anand Bhadauria, Members of Parliament in the Lok Sabha, who had asked- 

(a) whether the setting up of the 8th Pay Commission for Central Government employees has been Notified which was announced in January, 2025;

(b) if so, the details thereof and if not, the reasons for not setting up it after lapse of six months;

(c) the time by which the Chairperson and Members of the 8th CPC would be appointed along with the terms of reference of the Commission; and

(d) the time by which the revised pay scales will be implemented for the employees and pensioners?

Replying to their questions, Choudhary said that the chairperson and members of the 8th CPC would be appointed once the commission is notified by the Government.

Speaking about the implementation of the commission, the Minister of State said that it would be taken up once the recommendations are made by the 8th CPC and are accepted by the government.

Other key developments so far

Aswini Vaishnaw announces 8th Pay Commission in January

In January, Aswini Vaishnaw, Minister of Information and Broadcasting, announced that the government would set up the 8th Pay Commission to revise salaries and pensions of central government employees. The tenure of the 7th Pay Commission will end on December 31, 2025, he said.

Finance Minister Nirmala Sitharaman provides update on 8th CPC

In March 2025, speaking about the 8th CPC, Finance Minister Nirmala Sitharaman announced that inputs had been sought from major stakeholders, including the Ministry of Defence, Ministry of Home Affairs, Department of Personnel & Training, and from the states.

She said, “The impact of 8th CPC can be assessed only once the recommendations are made and accepted by the government.”

8th Pay Commission job vacancies

In April 2025, the government also announced some job vacancies for the 8th Pay Commission, but those were not related to the chairperson or members. 

8th Pay Commission Terms of Reference (TOR)

A report recently said that the notification for the 8th CPC is pending since the Ministry of Finance is yet to decide on the Terms of Reference (ToR), which forms the base for a pay commission.

TOR includes the review of minimum wage, dearness allowance (DA), pension rates, etc.

8th CPC fitment factor

The salary in the 8th Pay Commission is most likely to be decided on the basis of the fitment factor.

For the 6th Pay Commission, the fitment factor was 1.92, for the 7th, it was 2.57.

For the 8th CPC, there are many estimates and projections, suggesting it to be in the range of 1.92-2.86.
