The central government has said that it has received suggestions from the employee side of the National Council of Joint Consultative Machinery (NC-JCM) to prepare the Term of Reference (TOR) for the Eighth Pay Commission. The NC-JCM is a platform of dialogue between the government and its employees.
This information was given in response to a question asked by Rajya Sabha member Bhubaneswar Kalita. The member wanted to know the government about the specific suggestions received from the NC-JCM’s employee side for the Term of Reference of the Eighth Pay Commission from the government. He also asked whether the government is considering these suggestions or not.

What are the recommendations of NC-JCM? NC-JCM proposed that the 8th Pay Commission will include a detailed series of employees including Central Government, All India Service, Defense and Paramilitary Forces, Gramin Dak Sevaks, Union Territory Employees, Employees and Supreme Court employees, regulatory bodies employees (except RBI) and autonomous institutions.
It recommended that the Commission prepare a comprehensive revise salary structure for all covered employees, which is effective from 1 January 2026.
The NC-JCM urged the Commission to determine the minimum wage to ensure a civilized and respectable standard of living.
The council suggested overlapping or non-viubal-like Level 1 with 2 to 2, 3 with 4, 4, and 5 with 6, and 5.
It has been called to fix the flaws present in the Modifai Unure Career Progress (MACP) scheme and to ensure at least three promotions in Harraki, clearly defined.
As per the demand of the council, interim relief should be provided to employees and pensioners on delay.
The council also recommended merger of suitable percentage of dearness allowance (DA) and inflation relief (DR) along with basic salary and pension.
It asked the Commission to resolve the unresolved flaws of the 7th Pay Commission raised in the discrepancy and JCM meetings.
The suggestions include better pension conditions, early reinstatement of commuted pension, equality between former and future pensioners and review of pension every five years.
A major demand contributory was to abolish the NPS and restore the pre -defined profit pension system under the CCS (Pension) Rules 1972/2021.
The council demanded to implement the recommendations of the Parliamentary Committee on CGHS, increase fixed medical allowance, ensure cashless, hassle -free medical care for employees and pensioners.
It demanded to increase child education allowance and hostel subsidy for post graduation for children of employees.
The Pay Commission was urged to start the need- based advance and restore the earlier closed advance.
It recommended payment of risk and difficulty allowance to all Indian Railway employees who work under challenging circumstances 24 hours.
Employees working with dangerous materials such as explosives and chemicals in defense establishments should get separate risk allowance, insurance coverage and adequate compensation.
