8th Pay Commission: Demand for change in memorandum process, employees raised 9 important issues

Amidst the preparations for the 8th Central Pay Commission (CPC), employee representatives have raised a big issue. The staff side of the National Council (Joint Consultative Machinery) has written a letter to the Commission demanding changes in the process of submitting the memorandum. This letter has been sent by Staff Side Secretary Shiv Gopal Mishra to Pankaj Jain, Member Secretary of the Commission, on 1 April 2026. A total of 9 important demands have been made in this.

Questions raised on memorandum process

The staff side says that there are many limitations in the current process, due to which the employees are not able to present their views properly. He has demanded to make it more easy, comprehensive and open to all.

What are the 9 big demands?

1. Demand to increase the word limit

Currently there is a limit of 500 words, there has been a demand to increase it to at least 1000 words.

2. Clear format for sub-questions

There is a need for a separate and clear system to answer small questions within each issue.

3. Separate section on pension, demand for return of OPS

There has been a strong demand to bring back the Old Pension Scheme (OPS). Besides, problems related to National Pension System (NPS) and Unified Pension Scheme (UPS) have also been raised.

4. Separate section for pensioners

Demand for separate attention on pension, equality and facilities for retired employees.

5. Special provisions for women employees

It has been said to create separate sections on workplace safety, maternity benefits, CCL and gender equity.

6. Include department wise problems

Keeping in mind the different challenges of each department, the facility to give separate suggestions has been sought.

7. Demand to extend the deadline

It has been suggested to extend the last date for submission of memorandum till 31 May 2026.

8. Demand to increase attachment size

It has been said that the file upload limit will be increased from 2MB to 10MB.

9. Multiple modes of submission facility

Apart from online, a demand has been made to submit the memorandum through email and offline (hard copy) also.

This demand has come at a time when the 8th Pay Commission is collecting suggestions. If these changes are implemented, employees and unions will get a chance to present their views in a better way. Especially on important issues like pension, salary and facilities. Overall, this initiative is being considered a big step towards making the process more transparent and effective.
