A large land occupation and fake cases rackets have been exposed in Balrampur district of UP, in which shocking facts have been revealed in the investigation of special work force (STF). According to information received by sources, the role of two inspectors, two jurisdictions (COs) and a sub-district officer (SDM) has been found suspicious in this case.

These officials are accused of misusing their post and assisted in the illegal acts of the infamous Chhangur Baba alias Jamaluddin, resulting in illegal occupation of many people and implicated innocent people in fake cases.

Jamaluddin, also known as Chhangur Baba, is a resident of Rehra Mafi village in Balrampur. Jamaluddin, who first did a small business of gems and rings, gradually emerged as an alleged religious guru and acquired confidence among the rural Hindu population. Investigation revealed that he carried out his illegal adventures using ‘Project’ (for Hindu women) and ‘clay turning’ (for conversion). His network was not only limited to Balrampur, but also spread to the districts bordering the Nepal border.

Investigations by STF and Uttar Pradesh Anti-Terrorism Squad (ATS) revealed that Chhangur Baba captured many people’s land through fake documents and fraud. In addition, he filed fake cases like rape, gangrape, attempt to murder and molestation against innocent people, so that the victims are forced to leave their land. According to the STF report, two inspectors, two COs and one SDM involved in this racket worked with Chhangur Baba. These officials are accused that they not only helped in registering fake cases, but also made the process of grabbing the land easily.

Funding of more than 100 crores in 40 bank accounts

Sources claim that these officials misused their post and put pressure on the victims and tried to influence the investigation. The STF investigation also revealed that Chhangur Baba’s network was getting foreign funding, especially the Gulf countries and the NGOs in Nepal. This funding was being used for illegal activities, such as conversion and land grabbing. Funding of more than Rs 100 crore has been detected in 40 bank accounts of Jamaluddin, whose forensic audit is going on.

Complaint against Chhangur Baba and colleagues

In December 2022, a Dalit Hindu family from Balrampur filed a complaint against Chhangur Baba and his colleagues, Nasreen (aka Neetu) and Naveen (aka Jamaluddin). In this complaint, it was alleged that he forced the family to be assaulted and threatened. However, this complaint was not taken seriously at that time.

Organizations like the outrageous Hindu Parishad (VHP) and Bajrang Dal have demanded strict action in this matter. These organizations have launched awareness campaigns in Balrampur, in which people are being appealed to inform about suspicious activities.
