Preparation to strictly implement GRAP-4 in Delhi, Kejriwal government created task force – Khel Ja

The stance of Delhi government has become more strict regarding the implementation of GRAP-4 in Delhi. The government has constituted a 6-member special task force under the leadership of Special Secretary Environment for proper implementation and monitoring of GRAP-4 rules. Environment Minister Gopal Rai gave this information. He told that this task force includes Special Commissioner Transport, DCP. Traffic Police (Headquarters), Deputy Commissioner, Revenue (Headquarters), Chief Engineer of MCD and PWD will be the members.

Delhi Environment Minister Gopal Rai on Thursday held a review meeting with officials at the Delhi Secretariat to ensure strict adherence to the rules of GRAP-4. After the meeting, he said that opinion has been taken from environmental experts regarding the current situation of pollution. He said that the situation will remain in very bad category for the next 2 to 3 days. He further said that in this meeting we have reviewed what action has been taken so far against those who violate the rules of Grape.

Till now thousands of vehicles have been issued challans

Minister Gopal Rai said that under GRAP-4, ban on operation of BS III petrol and BS IV diesel LMVs (4 wheelers) has been implemented. So far, challan has been issued for 16,689 BS III petrol and BS IV diesel vehicles. He said that if anyone violates this, he will be fined Rs 20,000 under the Motor Vehicle Act-1988. 84 teams of Transport Department have been deployed. 284 team of Delhi Police has also been deployed.

He said that since November 3 till now, 19227 vehicles have been challaned under the PUC checking campaign. Under GRAP-4, 6046 trucks (which were not related to essential goods and services) have been returned from the border, along with challan of 1316 vehicles coming inside Delhi.

Inspection of construction sites

Gopal Rai said that under GRAP, till now the teams have conducted on-site inspection of 3895 construction sites. Challans have been issued to 921 construction sites. Also a fine of Rs 1.85 crore was imposed. 591 teams have been deployed in this campaign. They are inspecting the ongoing construction sites at different places inside Delhi and taking action against violation of norms. All teams have been instructed to conduct continuous inspections.

611 teams formed for open burning

Minister Gopal Rai said that for the incidents of open burning that happen in Delhi, we have informed MCD, DPCC. And 611 teams of Revenue Department as well as other related departments have been formed. Instructions have been given to run a special drive under the anti open burning campaign. 154 challans have been issued under this campaign. Also a fine of Rs 3 lakh 95 thousand has been imposed.

Spraying Bio De-composer

Environment Minister Gopal Rai said that till now free bio de-composer has been sprayed in 2573 acres in Delhi to melt the stubble. Agriculture Department officials have been instructed to spray the remaining fields immediately. He has also appealed to the people of Delhi that if they see any pollution related work anywhere, they should complain about it on the Green Delhi app.
