This year, there has been bumper voting in both the phases of Bihar assembly elections.
Today is the day of counting of votes in Bihar elections. Whose government will be formed, the complete picture will be clear by evening. It will be known to what extent the exit polls proved to be right and how many were wrong. This year’s election was also special in the sense that the highest number of votes were cast in Bihar. 67.13 percent voting took place, which was 9.6 percent more than the previous voting. Everyone’s eyes are fixed on the results of Bihar Assembly elections which were completed in two phases.
Vote counting figures in elections are released round wise. Let us understand with this excuse that how big is a round of counting of votes, who decides where the counting of votes will be done?
How big is one round of counting?
Be it assembly elections or Lok Sabha elections, the first counting is done of electronically transmitted postal ballots and postal ballots. It goes under the supervision of RO (Returning Officer). For this, a separate table is arranged and an Assistant Election Officer is appointed.
After half an hour the counting of votes cast from EVMs starts. Therefore, it is not necessary that the counting of postal ballots be completed first. Only the control unit of EVM is used for counting of votes. The ballot unit has no role in this process. That’s why they don’t keep it on the table.
During the counting process, when the counting of votes cast in 15 EVMs is completed, then it is called a round. Or it is also called a cycle. Similarly the result of every round is declared. When the counting is completed, the returning officer announces the results. After this, a certificate of victory is given to the winning candidate by the RO.
Is the date, time and place all decided by the Election Commission?
This entire work is divided into two parts. The first part is the date and time of counting. The Election Commission announces this only when the election dates are announced. The date of counting of votes is also announced on the same dates. Counting of votes will start at 8 o’clock, this is the starting time in all elections. Therefore it remains fixed. Now comes the matter of counting place.
The Returning Officer (RO) decides where the counting of votes will take place in any city. Usually, one place for counting of votes is fixed for any election. For this, priority is given to the headquarters of the returning officer, which is usually the district headquarters. The entire process of counting of votes is monitored under the supervision of RO. Counting of votes takes place in the big hall. Many tables are set up for this.
During this entire process, candidates of all parties and independents remain in the counting hall with their respective counting agents and election agents. A barrier is placed between the counting table and the counting agent so that transparency is maintained. In this way the process of counting of votes is completed.
