Yogi Adityanath Big Decision: Uttar Pradesh Chief Minister Yogi Adityanath has decided to increase the financial powers of Public Works Department (PWD) officers by five times. Now the officers will not wait for orders from above to approve big works. CM Yogi says that this will increase the speed of work, save time and transparency will also be maintained. It came to light in the government meeting that the financial rights of PWD officers were decided in the year 1995. Meanwhile, the cost of construction has increased more than 5 times. The Chief Minister said that now new rights are necessary as per the situation, so that the work can be completed on time and there is no delay in taking decisions.

Which officers have how many rights?

The government has decided to increase the powers of officers holding different posts. Now they themselves will be able to approve tenders and approve small and big works. In the new system, the Chief Engineer will now be able to approve works up to ₹ 10 crore instead of ₹ 2 crore. Superintending Engineer will be able to approve works ranging from ₹1 crore to ₹5 crore. The salary of Executive Engineer will be increased from ₹ 40 lakh to ₹ 2 crore and the scope of acceptance of small tenders and works of Assistant Engineer will also increase. This change has happened after about 30 years.

Big change in service rules also

Changes have also been made in the service rules of engineers in the meeting. Now a new promotion system and pay scale has been decided for the officers of the Electrical and Mechanical Department. For the first time in the new system, a new post of Chief Engineer (Level-1) has been added. Besides, the posts of Chief Engineer (Level-2) and Superintending Engineer have also been increased.

Promotion and pay scale became transparent

Now promotion will be based on seniority and merit. According to the Seventh Pay Commission, clear pay scales and pay levels have been fixed for every post. Apart from this, the system of selection committee has also been changed so that promotions can be done honestly and without delay.

Change is necessary with time – Chief Minister

Chief Minister Yogi Adityanath said that ‘Public Works Department is the backbone of the development of the state. If officers get freedom to take decisions, then the quality, speed and trust of work will increase. CM also said that the real reform is to make the system timely on the basis of qualification and experience.
