Australia Introduces New Student Visa Rules to Stop Visa Hopping

Australia has tightened its student visa rules from October 2, 2026, making it harder for international students to keep extending their stay by moving between courses or visa categories.

The new measures target what the Australian government calls “visa hopping” and aim to reduce cases where temporary migration continues for years without a clear pathway to permanent residence.

Lower-Level Course Switching Restricted

Students already in Australia can no longer simply move from a higher-level qualification to a lower-level course to extend their stay on a student visa.

The government has specifically closed pathways that allowed students to arrive for higher education and then switch onshore to Vocational Education and Training (VET). From July 1, 2027, students changing providers will also need a new Student visa through a dedicated transfer stream.

Until June 30, 2027, the transfer restriction for non-school students has temporarily increased from six months to 12 months. Students generally need to remain with their principal provider for that period before transferring.

New Rules for Further Study

Students who finish a course and want to continue studying in Australia will generally need to progress to a higher Australian Qualifications Framework (AQF) level.

There are exemptions for cases such as PhD study, school education, provider defaults and situations where additional time is genuinely required to finish an existing course.

Most new Student visa applications must now also be lodged from outside Australia, with limited exemptions for eligible applicants. Temporary visa holders such as Working Holiday Maker and Skills in Demand visa holders can no longer simply switch to a Student visa while in Australia.

Australia Targets Visa Agents and Lawyers

The crackdown also extends beyond students.

Assistant Minister for International Education Julian Hill said the government would target migration agents and lawyers who assist with visa applications that have little prospect of success, particularly where repeated applications and appeals are used to prolong a person’s stay.

The broader direction is clear: Australia is moving away from allowing successive temporary visas to become an informal long-term migration route.

What Indian Students Should Know

For Indian students planning to study in Australia, the practical takeaway is simple: choose the course and qualification level carefully before applying.

A plan to enter Australia for a bachelor’s or master’s degree and later switch to a cheaper or lower-level vocational course purely to extend your stay is now much harder to pursue. Genuine academic progression remains possible, but the government is applying tighter scrutiny to course changes and further Student visa applications.

This follows a broader pattern in Australia: student visas are increasingly being treated as temporary study permissions rather than an open-ended route to remain in the country.
