Chelsea Football Club has been sanctioned with a £10 million (INR 128 Crore) fine and a suspended two-window transfer ban by the Football Association (FA) for numerous breaches of agent regulations.
The ruling, announced today, concludes a lengthy investigation into historical conduct primarily spanning the period of Roman Abramovich’s ownership. The FA confirmed that the West London club admitted to 74 breaches of FA rules concerning agent regulations, working with intermediaries, and third-party investment in players. These infractions largely occurred between the 2010/11 and 2015/16 seasons, though the charges covered a broader timeframe from 2009 to 2022.
Self-Reported Breaches and Appeal
The current ownership group, BlueCo, self-reported the potential historical rule breaches to the FA in 2022 after uncovering them during their due diligence process for acquiring the club. This proactive disclosure was a key factor in the proceedings. Initially, an independent regulatory commission had imposed a six-point deduction, suspended until June 2027, in addition to the £10 million fine.
However, Chelsea successfully appealed against the suspended points deduction. An independent Appeal Board subsequently set aside this sporting sanction, replacing it with the suspended two-window transfer ban, also effective until June 30, 2027. The £10 million financial penalty was not subject to appeal and will be invested into grassroots football, according to the FA .
Club’s Response and Broader Context
In a statement released on Friday, Chelsea expressed satisfaction with the FA’s verdict, noting that the conclusion of this process brings all regulatory proceedings against the club to a close. The club had previously reached settlement agreements with UEFA and the Premier League regarding the same self-reported historical matters. Chelsea highlighted its transparent cooperation with all regulators, including voluntarily disclosing thousands of documents throughout the investigations.
While the club’s institutional proceedings are now concluded, the FA indicated that it would continue to investigate “individual misconduct arising out of this case.” The suspended nature of the transfer ban means Chelsea will avoid immediate restrictions on player registrations, provided no further breaches occur before the specified date. This outcome allows the club to continue its squad planning without immediate disruption, albeit under the shadow of potential future sanctions if rules are violated again.
